About this file
This is an Amendment to a Request for Quote (RFQ) issued by the Drug Enforcement Administration for landscape and grounds maintenance services at their Springfield, Virginia facility. The amendment, numbered 0001 with an effective date of July 6, 2026, provides clarifications to solicitation number 15DDHQ26Q00000143 through answers to fourteen pre-quotation questions submitted by prospective offerors. The amendment does not extend the offer receipt deadline and requires offerors to acknowledge receipt of the amendment prior to submission.
Key operational requirements clarified include: approved onsite work hours of 7:30 am to 4:00 pm on normal business days only; all contractor tools, equipment, and materials must be removed after each visit; contractors have full responsibility for irrigation system maintenance throughout the contract duration, with the Government covering costs for damages arising from Government fault; water access will be available onsite; all trash, debris, and haul-off are the contractor's responsibility; and work may be rescheduled due to inclement weather with written COR consent. Additional clarifications address security access (valid government-issued ID required for exterior work; background checks not required for outdoor duties; interior building access requires a security badge but is not needed for this scope), parking near active job sites as needed without blocking traffic, Government approval of all vegetation and chemical selections per Alliance Airport Association Rules and SOW Section 5.2, and the current incumbent contractor as Bluestem Outdoor Service. The contract includes both fixed-price and reimbursable line items for larger repairs and replacements. Questions regarding the RFQ must be submitted no later than July 2, 2026, at 9:00 am EST to Jose Marin at FACN.Proposal.Submission@dea.gov, with no additional questions accepted after that deadline. A signing roster documenting the pre-quotation site visit held on June 25, 2026, is included.
