Contractors must maintain turf between 2.5 and 4 inches, perform monthly weed removal, conduct monthly irrigation inspections, replace dead vegetation (excluding recently planted perimeter fence areas), and submit daily maintenance checklists and a tree management plan. Certified arborists may be subcontracted rather than directly employed. Wood mulch samples require post-award submission to the Contracting Officer's Representative, who will recommend colors and types with a maximum of four mulch variations across the entire site. Evaluation employs a comparative best-value tradeoff methodology weighing Technical Approach, Past Performance, and Price; the Government reserves the right to award without discussions.

Questions were due August 12 and should be directed to Contract Specialist Karen Cooper at karen.cooper332@va.gov. An optional but strongly encouraged site visit was scheduled for August 5, 2026, with an additional site visit held August 19, 2026. Amendment 0002, effective August 21, 2026, required offerors to provide the August 19 site walk sign-in sheet and related Q&A documentation. This is a new requirement with no incumbent contractor; a similar prior contract (36C26124C0012) expired in 2025.
