About this file

This is a Questions and Answers document for Solicitation 36C26126Q0750, a landscape and grounds maintenance contract issued by the Department of Veterans Affairs for the VA Central California Health Care Systems. The document addresses two key inquiries regarding contract performance requirements.

The first question clarifies mulch color and material specifications across the VA facility. Per section 6.6 of the Performance Work Statement, wood mulch samples must be submitted to the Contracting Officer's Representative (COR) after contract award for selection. The COR will recommend color and type placement by area, with the final decision on color selections resting with the COR. The VA will limit wood mulch variation to no more than four types or colors across the entire site. The second question addresses the removal and replacement of dead shrubs, bushes, plants, and trees. The awarded contractor is responsible for replacing all dead vegetation on the property, excluding recently planted vegetation along the new perimeter fence that is currently being replaced by the construction contractor building the fence. This document serves as clarification for potential offerors to understand specific performance expectations and the government's decision-making process regarding material selection and site restoration requirements.

Questions and Answers Document – Solicitation 36C26126Q0750

1. There are 3 different mulch colors: Original in the new landscaped areas, Red outside the main entrance, and Brown in other mulched areas.

When removing and replacing the old mulch, should the new mulch match the color used in the new landscaped areas? Or will it be replaced with the color currently present?

Mulch material shall be in accordance with section 6.6 of the PWS. Wood mulch samples shall be submitted to the COR after contract award for selection and shall make recommendation to the COR on color/type placement by area. The COR will make the final decision on color selections and type to be used. The VA will limit wood mulch variation to no more than 4 types/colors to be used across the site.

2.In areas with dead shrubs or bushes, should we remove and replace them? I mean the shrubs that have been there previously and are now dead, not the plants in the newly developed areas.

Yes, dead shrubs, bushes, plants, and trees are to be replaced by the awarded contractor. Currently dead plants/shrubs recently planted along the new perimeter fence are being replaced by the construction contractor that is building the wall.
