About this opportunity
The USDA Forest Service is seeking a design-build contractor for the La Mina Trail Reconstruction project in El Yunque National Forest, Puerto Rico, requiring comprehensive trail and pedestrian bridge reconstruction including civil, structural, mechanical, and electrical work. This two-phase procurement involves reconstructing historic Civilian Conservation Corps stairways, building a 78-foot trail bridge designed to AASHTO LRFD standards, constructing retaining walls, installing guardrails, and implementing extensive vegetation restoration including removal of invasive species and replanting with 400 native trees. The contractor must begin work within 10 calendar days of award and complete the project within 545 calendar days, with all design work requiring stamps from a professional engineer licensed in Puerto Rico. The government will evaluate proposals using a best value trade-off process with non-price and price factors weighted approximately equally, selecting up to three offerors for Phase II detailed proposals. A mandatory site visit is scheduled for August 14, 2025, with questions and RFIs due by close of business on August 19, 2025, and Phase II proposals due at 4:00 PM CDT on September 25, 2025.
This opportunity is set aside as a competitive 8(a) contract with an estimated total project value between $5,000,000 and $10,000,000. The procurement follows a two-phase process where only successful Phase I participants will be notified via email and permitted to submit Phase II proposals in accordance with FAR 36.3 requirements. The work location is in the challenging terrain of El Yunque National Forest at an elevation of 2,097 feet in an area receiving over 240 inches of annual rainfall, approximately 11.9 miles south of Palmer, Puerto Rico. Key project components include 410 linear feet of trail reconstruction, 29 passing lanes with reinforced concrete surfaces, 515 feet of trail guardrails, 15 drainage crossings, and improvements to multiple existing bridges. Normal operational hours are restricted to 6:30 AM to 5:30 PM Monday through Friday, with weekend work requiring prior written approval from the Contracting Officer.
