About this file
This Statement of Work (SOW) details the La Mina Trail Reconstruction Design-Build (DB) Project for the El Yunque National Forest in Puerto Rico. The project requires a single contractor to provide both engineering design and construction services for reconstructing the La Mina Trail, which currently has an average width of 2-3 feet and includes damaged historic Civilian Conservation Corps (CCC) stairways with trail grades exceeding -50%. Reconstruction activities include temporary traffic control, construction surveying, retaining wall reconstruction, trail bridge construction, trail guardrails, passing lanes, culverts, drainage improvements, erosion control, and vegetation restoration.
Key technical requirements include design deliverables at 35%, 85%, and 100% completion stages, with specific requirements for a 78'-0" trail bridge designed to AASHTO LRFD standards. The project is located approximately 11.9 miles south of Palmer, Puerto Rico, at an elevation of 2,097 feet, in an area receiving over 240 inches of annual rainfall. The contract requires all design work to be performed and stamped by a professional engineer licensed in Puerto Rico, with construction to commence immediately upon 100% design approval. Normal operational hours are 6:30 AM to 5:30 PM Monday through Friday, with potential weekend work requiring prior written approval from the Contracting Officer.

Section 1 - general
GENERAL SCOPE OF THE PROJECT
The USFS El Yunque National Forest (EYNF) proposes to reconstruct La Mina Trail as specified in this Statement of Work, Schedule of Items, and supporting sketches.
Reconstruction of the La Mina Trail will require the contractor to provide construction services through design-build (DB) method. The DB method would require the same contractor to provide both, the P.E. Engineering design and construction activities. The contractor shall be required to provide all labor, materials, supplies, equipment, transportation, supervision, tools, safety incidentals, ancillary services, and all other necessary items to complete the work in accordance with the Schedule of Items, Forest Service Supplemental Specification (FSSS), Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects per FP-14 Specifications and supporting attached Conceptual & Preliminary Drawings.
The design requirements and other engineering related services required for this project must be performed and stamped/seal by professional engineer(s) licensed in Puerto Rico. The design services may include but are not limited to site visit(s), site investigation, topographic services, geotechnical services, and providing 85% and 100% design deliverables for CO approval before construction of the approved 100% design deliverables can commence. Only the new proposed trail bridge will require a 35%, 85%, and 100% design deliverable. All other design deliverables shall require an 85%, and 100% design deliverable.
The DB contractor’s designs and construction shall be done simultaneously, meaning that as the government approves the DB contractor’s 100% design deliverable, the DB contractor shall immediately start construction on the respective 100% design deliverable.
Reconstruction activities include but not limited to temporary traffic control measures, construction surveying and staking, construction and reconstruction of retaining walls, trail bridges, damaged trail sections, trail guardrails, trail passing lanes, culverts, reinforced concrete low water crossing drainages, riprap placement, aggregate placement with compaction, finish concrete surfacing work, masonry work, protection of historic structures, erosion control measures, turf establishment, and tree planting.
At all times during the performance of this contract and until the work is completed and accepted, the Contractor shall directly supervise the work or assign and have on the work site a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. The superintendent shall be designated in writing to the Contracting Officer prior to the commencement of work. This individual shall be able to read, speak, and understand English.
During the duration of construction project, the Contractor shall preserve and protect all historic structure(s) and vegetation (such as historic ccc walls, trees, shrubs, and grass) adjacent to the work site within the clearing limits of the contractor’s approved DB Drawings, which are not to be removed and which do not unreasonably interfere with the work required under this solicitation. Operations shall be scheduled and conducted to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, and impoundments (lakes, reservoirs, etc).
Prior to beginning work, the Contractor is responsible for identifying all appropriate commercial sources of material and equipment.
The existing La Mina Trail system has an average existing trail width of 2’ – 3’ wide with multiple existing damaged and historic CCC stairways and trail grades exceeding -50%.
The specified work is generally confined within the limits of the existing trail traveled way, adjacent ditches, shoulders, cut/fill slopes, and trail embankment.
The El Yunque National Forest can receive rainfall of over 240 inches (6.1 m) per year. The contractor shall be responsible for monitoring the local weather conditions at project site. An unexpected or unanticipated rain shower can develop anytime without warning.
All contractor’s movement or transportation of equipment to or from project site required to pursue the work in this solicitation, to repair or replace equipment, or for the Contractor's convenience shall be at the Contractor's expense and considered incidental to their proposal.
Normal operational hours are approximately from 06:30 am to 5:30 PM Atlantic Standard Time, Monday through Friday (Federal Holidays excluded). Weekend work may be permitted with written approval from the Contracting Officer (COR) prior.
