Award will be made using a Lowest-Priced Technically Acceptable (LPTA) evaluation methodology to the responsible offeror submitting the lowest-priced quotation determined to be technically acceptable, fair, and reasonable. Quotations are due by March 27, 2026, at 10:00 AM local time, with a deadline for written questions on March 17, 2026, submitted to adam_graham@fws.gov; an organized site visit is scheduled for March 12, 2026, at 10:00 AM Central time and is strongly encouraged.

The performance period is 180 calendar days from Notice to Proceed, with work expected to occur between April 13, 2026, and October 20, 2026, with the building remaining unoccupied throughout construction. Performance and payment bonds are required for quotations exceeding $150,000, and alternative payment protection requirements at 100 percent of contract price must be included in pricing. Work will be performed at the Green River National Wildlife Refuge in Henderson County, Kentucky, and the contractor must provide all temporary facilities, utilities, labor, equipment, and materials while maintaining a one-year warranty from final acceptance.
