About this file

This is a Questions and Answers document for federal contract 140FC126Q0009, dated 24 March 2026. The document addresses bidder inquiries regarding a mold remediation and building restoration project at a federal refuge headquarters office building affected by flooding.

The Government clarified that this is a new requirement with no incumbent contractor or prior similar services at the location. Recent post-flood condition photographs are available in the solicitation package, though architectural drawings are not currently available. The Government provided newly added attachments containing environmental reports, including an Indoor Air Quality Investigation and Level I Environmental Site Assessment. Regarding environmental monitoring during demolition and remediation work, the Government specified that since the building will remain completely uninhabited during the work, no additional environmental monitoring beyond solicitation requirements is necessary, provided work complies with applicable Federal, State, and Local laws and standards. The Contractor bears responsibility for testing newly exposed materials for lead-based paint and asbestos-containing materials in accordance with applicable regulations, with the specific process for conducting these tests and material evaluations falling within the Contractor's means and methods rather than requiring continuous onsite environmental consultant presence.

b. Whether monitoring will occur intermittently based on specific activities or milestones.

If monitoring is expected during active work, please provide any anticipated frequency or duration of monitoring events.
