About this opportunity
The Department of the Army Materiel Command Contracting Command Detroit Arsenal seeks preventive maintenance and emergency repair services for a Kolene Molten Salt Bath Cleaning System at Anniston Army Depot, with proposals due October 8, 2026. This is a 100% women-owned small business set-aside; small business size standard is 1,000 employees.
Place of performance is Anniston, Alabama. The contract covers a one-year base period plus four optional one-year renewal periods, not to exceed five years total. The contractor must provide quarterly on-site preventive maintenance services and high-priority emergency repair services during standard operating hours (7:00 AM to 4:30 PM Monday through Thursday and 7:00 AM to 3:30 PM every other Friday) and outside those hours as needed. The contractor must acknowledge emergency repair requests within 24 hours and arrive on-site within 48 hours of notification unless otherwise coordinated with the Contracting Officer's Representative.
Preventive maintenance includes complete system inspection, handling and pollution abatement system evaluations, salt bath and KGC Brightener sample analysis, and heater inspections per 40 CFR Part 63 Subpart DDDDD requirements. The contractor must use only new OEM repair parts, which remain Government property upon replacement. No charge applies for the same repair performed within 90 calendar days of the original repair. All contractor costs—labor, travel, lodging, equipment, and repair parts—are invoiced separately and comply with Joint Travel Regulations. Environmental compliance with federal, state, and local laws is required; the contractor is responsible for cleanup of any spills resulting from contractor operations.
NAICS code is 811310; PSC code is J036. Prevailing wage rates per Service Contract Act apply (Wage Determination No. 2015-4587, Revision 30, effective May 13, 2026, for Calhoun County, Alabama). Amendment 1 (issued September 30) clarified wage determination requirements, confirmed compliance measurement by the end of the base term and each option period, and specified that Government will establish Not-to-Exceed amounts for emergency repair CLINs at award. Evaluation uses Lowest Price Technically Acceptable source selection per FAR 15.101-2. Responses must be submitted electronically through PIEE Solicitation Module; payment may be by GovernmentSmart Pay Credit Card or DFAS with invoices submitted via WAWF.
