About this opportunity

The U.S. Army Engineer Research and Development Center (ERDC), Coastal Hydraulics Laboratory is procuring supplies for the Keystone General Physical Model Study, a critical initiative focused on analyzing dam safety improvements and mitigating six potential failure modes through physical model testing. The 18-line item procurement includes specialized materials such as Drew Foam expandable polystyrene (EPS) blocks, White Cap plastic-coated plywood concrete forms, MRP Supports pedestals, Kiltz primer, Creative Polymers polyurea and coating kits, Sika adhesives and sealants, Dowsil silicone tubes, American WeatherStar urethane, Stratasys resin, Curbell foam and cast acrylic sheets, and SONALOK flow meters. The government will award a single purchase order to the responsible offeror whose offer is conforming to the solicitation, technically acceptable, and lowest priced, with the lowest-priced quote evaluated first for technical acceptability. Award will be made without discussions unless deemed necessary, and the government reserves the right to make no award. The solicitation due date is April 13, 2026 at 2:00 PM, with Amendment 0001 issued on April 7, 2026 extending the deadline and clarifying specifications for several line items in response to vendor questions.

This acquisition is a 100% set-aside for Women-Owned Small Business (WOSB) firms with a small business size standard of 1,000 employees under NAICS code 326140. The solicitation identifies 13 line items as "Brand Name Only" and 5 items as "Brand Name or Equal," with offerors for equivalent products required to submit detailed technical documentation including manufacturer information and model numbers. Delivery must occur within 30 calendar days of contract award to ERDC Building 3051 at the Waterways Experiment Station in Vicksburg, Mississippi, with FOB Destination terms requiring contractors to bear all transportation costs and provide 48-hour advance notice to the Technical Point of Contact. Key quantities include 119 units of 6-inch EPS foam blocks and 286 units of 12-inch blocks, 275 units of plywood concrete forms, 2,100 NM-5 and 200 NM-3 MRP pedestals, and 50 gallons of Kiltz primer. Contractors must submit invoices via email to CEERD-CHLInvoicing@usace.army.mil with final invoices due within 45 days after contract completion, and all materials must include standard commercial warranty provisions.
