About this opportunity
The U.S. Department of Agriculture Forest Service is soliciting construction services for a pole barn building and associated improvements at the Kenai Lake Work Center (KLWC) in Seward, Alaska. The base contract scope includes grading the existing storage yard for stormwater drainage improvements, installing all dry utilities to the new pole barn building, and constructing the new pole barn structure per design plans and specifications. Two optional items are available: relocation of Seward Electric's transformer and installation of security fencing and gates around the storage yard. Contractors will be evaluated primarily on pricing, with secondary consideration given to past experience and performance, particularly emphasizing project similarity in scope and complexity and confirmed positive performance evaluations. The original proposal deadline was March 31, 2026, but has been extended to April 9, 2026, to allow for answers to solicitation questions from prospective bidders. Four amendments have been issued to date, providing clarifications on technical specifications, updated site drawings, geotechnical investigation results, and Seward Electric's cost estimate of $28,733.14 for transformer relocation services.
This solicitation is set aside exclusively for small business concerns under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45,000,000. The contract is firm-fixed price with performance scheduled from April 21, 2026, through November 30, 2027, at Mile 24 Seward Highway, approximately 6 miles south of Moose Pass and 23 miles north of Seward, Alaska. Bonding requirements include a 20% bid bond for quotes exceeding $150,000 and 100% performance and payment bonds for awards exceeding $150,000. The project encompasses a 5,000 square-foot pole barn structure (125 feet long by 40 feet wide) with associated site preparation, utility installation, and optional security infrastructure. Contractors must submit an itemized cost breakdown schedule of values, provide evidence of past performance on similar projects within the previous five years, and designate a competent Project Manager to remain on-site throughout contract performance through final inspection and acceptance.
