About this file

This is a Questions and Answers document for solicitation 1240BJ26Q0003, providing clarifications on technical specifications, design requirements, and site conditions for the Kenai Lake Work Center Storage and Security project located in Seward, Alaska. The document addresses 31 questions from prospective contractors regarding the pole barn building construction, electrical work, security infrastructure, and site logistics.

Key technical clarifications include: 25-foot bay spacing is required for equipment ingress/egress; front opening clear height must be 12 feet 10 inches with a 2:1 roof slope; sidewalls, endwalls, and front wall tops must be clad in metal panels; the pre-engineered metal building manufacturer is responsible for detailed structural design and delegated-design submittals per AISC Design Guide No. 3 deflection limits; exposed fastener roof panels must meet UL 90 uplift criteria and FM Global 4471 compliance without project-specific FM listing; and three-coat fluoropolymer finishes are acceptable as prime plus two-coat systems. Electrical conduit for optional security fencing must be included in option pricing, not base pricing, and the utility company expects to provide transformer relocation pricing by March 31st. ICF foundations are acceptable alternatives for underground portions if dimensions, volume, and reinforcement match design specifications. Site-specific details indicate the pole barn must be positioned to avoid a 2024-installed generator and propane tank located south of the pump house; the Forest Service will assist with relocating eight 40-foot connexes and a trailer; grading of the existing storage yard pad must achieve proper drainage per drawing elevations; suitable backfill materials are detailed in specification Section 312000; and excess excavated soils will be disposed at a location designated by the Contracting Officer at the south end of the storage yard. Additional information provided includes geotechnical reports, approximately 500 feet of distance between the Server Room and gate operator location for fiber optic runs, minimal brush clearing requirements to be performed by the Forest Service, and no requirement for a Forest Service field office or temporary power during transformer relocation.

Questions and answers for solicitation 1240BJ26Q0003 - Kenai Lake Work Center Storage and Security

1) On the grid lines for the 25' bay spacing on the frames, is this pre-set to 25' and required for ingress and egress or can we close these bays in around the 10-15' spacing?

Yes, 25’ bay spacing is required for ingress/egress of moving large equipment and materials in and out.

2) On the front elevation "High to low" end. What is the minimal clearance needed under truss at the low and also at the high side for clearance?

The front opening of the structure needs to have a clear opening height of 12’10”. See A3.2 Detail 2 (Side Elevation) shows that the top of the roof on the low side where the back wall intersects it is also 12’10”. The front opening clear area of 12’10” and the slope of the roof (2”/1’) dictate the height of the low end.

3) Is the structure to remain open on all walls or closed off at any point? Or are there sidewalls / endwalls that will be cladded? This will help determine sheer wind and uplift.

The sidewalls and endwalls and the top of the front wall are clad in metal wall panels/siding. This is shown on the elevation drawings (A3.1, A3.2).

4) Do you want Electrical conduit ran to where the electric will be needed for the optional Security Fencing included in the base bid so that it is there when and if the option is awarded?

The cost of running the electrical conduit for the optional security fencing should be included in the Option Item pricing, not included in the Base item pricing.

5) Are we to provide a field office for the Forest service project team?

No.

6) Would ICF (insulated concrete forms) be an alternate for the poured concrete foundation? The top section would be wood formed and ICF on the lower portion of the wall.

ICF could be an acceptable alternative for the underground portion of the foundation as long as the dimensions, volume and similar shape of the concrete and reinforcement as shown on the drawings could be created using the ICF’s.

7) 133419-1.9-A-1: Referenced “International Accreditation Service AC472” is not a standard inspection program for PEMB systems. Is manufacturer’s QA / QC program (including third party review) acceptable?

The manufacturer's facility shall be accredited according to the International Accreditation Service's AC472, as stated in the specifications.

8) 133419-1.12-B-1: Referenced weathertightness warranty for standing seam roof panel is not applicable, this panel is not utilized. Specified panel is through fastened, no weather tightness warranty is available. Please confirm acceptable?

This is acceptable, other warranties stated in the specifications and manufacturer warranties still apply.

9) 133419-3: Deflection and Drift Limits – AISC Steel Design Guide No. 3 is referenced. Deflection and Drift specified in paragraph 3 substantially exceed AISC Steel Design Guide No. 3 with significant cost implications. Please verify AISC limits, or specific limits, noted in paragraph 3 are to be utilized.

The specifications require the contractor to design for serviceability per AISC Design Guide No. 3. With paragraph 3 providing the maximum deflections allowed for serviceability. So the contractor would design the building for AISC Design Guide No. 3 and verify that the deflection do not exceed the maximums values provided in paragraph 3. The designer may use the serviceability limits per the IBC for determining the loads for the deflection limits in paragraph 3.

10) 133419-2.3-K: FM Global Listing – Specified “exposed fastener” roof panel meets specified UL 90 roof uplift criteria, UL 90 is common to many “exposed fastener” roof panels available through many PEMB manufacturer’s, FM is not. Specified FM listing will require project specific listing for the “exposed fastener” roof panel specified. Please verify if FM listing is required.

Components should comply with requirements in FM Global 4471 as stated in the specifications, but a project-specific listing is not required. UL 90 roof uplift criteria shall be met.

11) 133419-2.3-L: Energy Performance – CRRC-1 will limit color section to white of beige, please verify.

This is not required as it is a three-sided (open) building.

12) 133419-2.4-J.2a: Secondary framing – is it acceptable to provide G-90 pre-galvanized in lieu of specified uncoated steel with prime coat.

Possibly, depending on which components. See Sections 133419 2.4 F and 2.4 I for specifics on coatings and materials for different structural steel components. 2.4F says “Unless otherwise indicated, fabricate framing from either cold-formed, structural-steel sheet or roll-formed, metallic-coated steel sheet, prepainted with coil coating…”

13) 133419-2.5 & 2.6: Metal Roof and Wall panel finishes – specified three coat fluoropolymer finish is available on in full coil quantities (approximately 20,000 SF) minimum. System is available with “prime + two coat fluoropolymer, is this system acceptable?

Yes, this meets the requirements of a three coat system.

14) (Option item: relocate transformer) On sheet E1.1 sheet notes state to coordinate with the electric utility for them to perform the work. The utility will not provide pricing to perform the work unless they are authorized by the Forest Service. How do you want this item priced?

The Forest Service has recently contacted Seward Electric again regarding this project and Seward Electric indicated they would look at the scope and determine the pricing for moving the electrical equipment prior to March 31st.

15) For civil, what type of base, fill, and surface material to be used?

Suitable backfill materials are outlined in specification Section 312000. Base course materials for under the foundation and for the pad surface material are outlined in specification Section 321123 and on drawing S1.0. Drain rock material is outlined on drawing S1.0. Specification Section 321116 outlines material that could be used under the pad surface material if the grade needs to be brought up more than the surface material thickness.

16) In Sheet S2.1 Detail A, B, C, is the perf pipe intended to connect to existing pipes or drain into where?

The perf pipe is being eliminated from the design. Instead, swales should be created on the north, south, and east sides of the pole barn and be graded to drain as shown on the attached PDF drawing (titled “Pole Base Item Location&Drainage”. The storage yard is composed of well-draining material so the water from the swales will drain into the gravel soil.

17) Where can excess excavated soils be placed on-site?

Section 017419 of the specifications says: “1.2 B. A waste disposal site will be available at the project site for excess excavated materials. Location of the waste disposal site will be designated by the Contracting Officer.” This disposal location will be at the south end of the storage yard pad.

18) Is Geotechnical information available for the site?

Yes, this will be shared as an attachment.

19) Who is responsible for moving the trailer, connexes, and any additional materials/equipment in the location of the new pole barn?

There are currently eight 40 ft connexes and a large trailer sitting where the pole barn will be constructed. The Forest Service will need assistance from the contractor’s equipment to move these to another location nearby on-site, out of the way of the new pole barn footprint.

20) Is camping or housing available on-site?

Contractors may be able to camp on administrative Forest Service land across the highway from Kenai Lake Work Center with an approved camping plan. Contractors will need to provide self-contained RV’s/trailers as no hookups or sanitation facilities are available on the site. There is power in the area, but the contractor would need to coordinate with Seward Electric to provide a plug in and pay any associated fees/electric bills. No other housing is available on-site.

21) Is the Historic Preservation treatment Specialist required to be on jobsite during all operations?

No. The Forest Service may elect to have a Forest Service archeologist on-site at times during excavation to watch for historic materials. If the contractor encounters any historic materials during any point in the project, they must notify the Forest Service immediately.

22) Please provide specs for PWD Wainscot PWD Wainscot shall be bare ¾” CDX plywood. Sheet Drawing A8.1 Detail 6

23) Most buildings require a geotech report. Do you have one available to share?

Yes, this will be shared as an attachment.

24) Currently there is a Generac generator and Propane take less than 20 ft South of the pump house building that are not shown on drawings. The new pole barn location will be located feet away if not on top of the generator/ tank. Are we supposed to relocate existing generator and tank?

No. The pole barn building will need to shift ~10’ to the south of where it is currently shown to avoid the generator/tank if the Option Item of moving the transformer is awarded. This generator and tank were installed in 2024, after the design drawings were completed. Alternatively, if the Option Item of moving the transformer is not awarded, then the pole barn will need to be shifted further to the south of the existing transformer location (see attached PDF drawing “Pole Barn Base Item Location&Drainage”). The Base Item pricing shall assume that the pole barn is constructed to the south of the existing transformer as shown in this attached PDF.

25) In one of the alternates, there is a card reader and controller for operation of the new gate controller. Is there an existing card access system that we need to be compatible with?

No, there is no existing card access system. Details on card reader make/model (or approved equal) shown on drawing C2.2.

26) The plan set refers to a set of “Metal Building Drawings” That we need to get our hands on. We need a specification and structural calculations in some capacity. Could you please provide us with that?

The contractor who is awarded this project is responsible for procuring a pre-engineered metal building from a metal building manufacturer. This includes engaging a qualified professional engineer and submitting detailed design drawings and a delegated-design submittal that meet the design loads and requirements as indicated in the drawings and specifications. See specification Section 133419 for details.

27) Details supplied on sheet A8.1 indicate plywood attached to framing members. Please provide the desired attachment method for the 3/4" plywood.

This will need to be determined during the detailed design of the pre-engineered metal building.

28) What is the distance from the Server Room to where the gate operator location? We need this distance to know how long the fiber option run will be.

The distance from the Server Room to the gate operator location is approximately 500 feet.

29) Is the existing pad already set at grade?

The east side of the existing pad where the pole barn will be constructed is close to the designed grade, but the building footprint and area around the building will need to be worked to match the elevations shown for the building corners and drainage around the pole barn. C1.3 and C1.5 show the existing grade. C2.1 shows the building corner elevations and the drainage around the building. The contract specs call for grading the existing storage yard area in the vicinity of the pole barn area to ensure proper drainage around the new structure. The grading of the rest of the storage yard pad and the installation of the central drainage swale will be done as part of a separate project at a later date whenever the heated storage building is built.

30) Do we need to supply temporary power while the existing transformer is being located? If so, how many kilowatts are required?

No, the transformer does not power the offices, so a short (1-2 day) interruption is acceptable. The pump house for the water system can be run off the stand-by generator during the relocation. The relocation should be coordinated with Seward Electric with a focus on minimizing downtime.

31) Is brush clearing required where the new fence is to be installed?

There is minimal brush clearing required and this can be done by the Forest Service.
