About this file

This is a Statement of Work (SOW) for a construction project at the Kenai Lake Work Center (KLWC) located at Mile 24 Seward Highway, Seward, Alaska 99664, approximately 6 miles south of Moose Pass and 23 miles north of Seward. The base bid scope includes three primary components: grading the existing storage yard area for stormwater drainage improvements in the vicinity of the pole barn; installation of all dry utilities to the new pole barn building; and construction of the new pole barn building per construction plans and specifications. An optional bid item includes installing a security fence and gates around the storage yard. A competent Project Manager must be on-site for the duration of performance through final inspection and acceptance. The contractor must submit an itemized cost breakdown schedule of values assigning costs to each major activity, and all invoices must be submitted via the electronic Invoice Processing Platform (IPP). A post-award conference is required within 10 days of contract award and will be conducted via Microsoft Teams.

The SOW establishes comprehensive contractor responsibilities including obtaining necessary permits and rights of entry for property access, assuming all risks of injury and property damage, indemnifying the Government against claims, and complying with all applicable federal, state, and local safety, health, environmental, and sanitation laws. The contractor must exercise extreme care to prevent fire and property damage, cannot use hazardous materials, and must immediately report any discovered historical, archeological, or hazardous materials to the Contracting Officer. Environmental compliance is required under multiple federal statutes including the Clean Air Act, Federal Water Pollution Control Act, Endangered Species Act, Toxic Substances Control Act, National Historic Preservation Act, Solid Waste Disposal Act, and Archaeological and Historic Preservation Act. All postage, fees, and shipment costs are the contractor's responsibility, and all materials and equipment shipments must be addressed to the contractor, not the Government. The Contracting Officer's Representative (COR) monitors contract compliance but cannot issue changes or modify the scope of work.
