About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring a custom KC-135 Software Integration Laboratory (SIL) trailer through solicitation FA812625Q0062. The trailer will serve as a mobile platform for approximately the first 40 feet of an actual KC-135 aircraft fuselage, cut behind the large cargo door and before the wing root, creating a mobile software integration laboratory. Key requirements include a double drop "Lowboy" style trailer with 35,000-45,000 pound capacity, detachable gooseneck, air-ride suspension, hydraulic operation, and accommodation for a Ground Power Unit measuring 87" x 49" weighing 1,290 pounds. The contract will be awarded to the technically acceptable vendor with the lowest evaluated price under a firm-fixed-price structure. Quotes are due by October 14, 2025 at 3:00 PM CST, with delivery required within 90 days after receipt of order and a final delivery deadline of December 12, 2025.
This procurement is designated as a 100% Small Business Set-aside, restricting competition to qualified small business entities registered in the System for Award Management (SAM). The contract calls for delivery of one custom trailer to Tinker Air Force Base in Oklahoma City, Oklahoma, with the trailer required to be painted Air Force Blue (Pantone 287) and include specialized features such as LED lighting, anti-lock drum brakes, and D-rings for securing the aircraft body. The government will schedule an "Industry Day" for potential bidders to take measurements and ask questions about the requirements, and the contractor must provide a crane crew to place the KC-135 fuselage on the trailer upon delivery. The trailer must accommodate a 180 kVA Ground Power Unit and maintain 6-inch ground clearance during operation, with the platform height required to be level with the aircraft floor at 71 inches from the ground.
