About this file
This document contains questions and answers for solicitation FA812625Q0062, a contract for a custom KC-135 SIL (Support Integrated Logistics) Trailer. Key details include specifications for a Ground Power Unit (GPU) with 180 kVA output, requiring precise dimensions of 92" x 52" x 26½" with cables. The trailer requires a metal walk surface, 6" ground clearance, and a custom hydraulic lift system. Delivery is flexible, with the customer accepting delivery by February of the following year. Northwest Crane Service LLC is identified as the local rigging company. The trailer will include a storage mount for the aircraft's front landing gear, and the platform height must be level with the aircraft floor, which is 71½" from the ground. Payment terms are full payment upon delivery, with potential flexibility regarding title transfer discussed but not finalized.

Questions from Contractors
FA812625Q0062- KC135 SIL Trailer
1. “…do you have more information on the GPU part. The PDF on the GPU is very vague and does not tell us what unit do you need on the matter of output power. Any more info will be appreciated to be able to quote you the correct GPU.
Additionally, there is a discrepancy in the documented width of the GPU:
Page 1 of the “14093 KC-135 SIL trailer PD” states: 87” x 49”, 1290 pounds.
Page 1 of the "KC-135 Body Trailer Specs" states: 87” x 40” x 49”, 1290 pounds.
Could you please provide the following clarified information:
-The required GPU power output in kVA?
180 KVA
-The correct dimensions (L x W x H)?
Box itself – 60”x 52” x 26 1/2” Box with cables (use this one) – 92” x 52” x 26 ½” We are wanting to take the box off the trailer it is currently sitting on and put it on the trailer in the back. This means that the GPU box will need to have space around the box for someone to access the sides and for the GPU panel to accessible to personnel for turn on/off. There are filters on the bottom of the GPU box that also need to be accessible for maintenance care. So either the GPU box needs to slide out for the change or a whole needs to located under the GPU for access.
2. “We have a question on the rear deck. Do you want the rear surface covered with 10 x 10 wood planks or steel plate?”
Wood planks may begin to degrade over the course of time here before delivery, so steel plate is preferred.
3.
1) Page 6: Delivery date of December 12th could be challenging because the trailer is not “off the shelf” and is custom built for this application. If spending this year is important could we quote with payment milestones? Example: x% receipt of raw materials, x% rough fabrication, etc. At the customer visit our understanding was they’d like to have it by end of the year but early next year was acceptable.
The understanding is correct. We would like to have the trailer here this year, but we do not have to have it by the end of this year. Early next year by February would be acceptable.
We would like to pay in full once the trailer is completed, there is no need to pay in installments.

2) Note 2: Industry standard for ground clearance is approximately 6” and 10” would require custom air ride and gooseneck. Is 6” acceptable?
If the industry standard is 6” then we are okay with that.
3) Note 3 & 4: Trailer can’t physically sit on the ground and raise the tires off the ground. During the customer visit it was determined a custom build hydraulic lift system was acceptable. Is this agreeable?
Yes that is agreeable.

4) Trailer Specifications Item 2.3: Deck shall be 2x10 planks. At the customer visit they stated no wood must be all metal walk surfaces due to life of project. Is metal still the required walk surface?
Yes, metal is still required for the surface.
General Questions
5) Customer was going to provide contact information for the local rigging company used to unload the plane initially. We’d prefer to use the same vendor since they are already familiar with the project and can provide an accurate quote.
Northwest Crane Service LLC (www.northwestcraneservice.com)
6) Customer was going to provide dimensions of the bottom of the plane that would be resting on the dunnage. This isn’t critical for quoting but would be later. Are they able http://www.northwestcraneservice.com/ to provide this soon or would GNL need to visit and take the measurements? Picture below for reference.
Yes we can provide those at a later date.
7) During the customer visit they stated there were having made a storage mount that goes in place of the front landing gear. Is this still the plan and if so can a print with dimensions be provided soon? We need to design and build features to attach it to the trailer. This also drives the vertical height of the plane which determines the dunnage height and stairs height to access the plane. Picture below for reference.
This should have been approved by PA by now. The drawing for the KC135 Trunion Support Tool Xdrawing.pdf is what they are asking for here.
8) Entry height into plane is not identified. Picture below for reference.
The dimension is up to the Contractor. The top of the platform must be level with the floor. The bottom of the fuselage to the floor of the aircraft is 71 ½”.
9) The trailer will have a title so we would not be able to transfer the title till payment for the trailer portion was received. Is it possible to have a payment milestone for the base trailer so we can invoice and transfer title prior to delivery?
We do full payment upon delivery. But this question may need to be answered by someone in the financial department. I think that it is possible to transfer the title after delivery.
