About this opportunity

The National Park Service seeks annual testing and maintenance services for fire alarm and water-based fire suppression systems at Kalaupapa National Historical Park in Hawaii, with quotations due May 26, 2026. The procurement is a Total Small Business Set-Aside under NAICS 561621 (Security Systems Services) with a $25 million size standard.

Place of performance is Kalaupapa National Historical Park on Molokai, Hawaii. Work covers fire alarm inspection and testing per NFPA-72 in Building 313 (Curatorial Facility) and fire suppression system inspection and maintenance across 12 additional buildings including residences, dining halls, churches, and administrative facilities. Services must meet or exceed National Fire Protection Association codes and standards. The contractor must provide annual NFPA inspection and testing, functional testing of all accessible peripheral devices, battery load testing, sensitivity testing using UL-approved equipment, detector cleaning, pump disassembly and inspection, flow testing, and water motor alarm and supervisory system verification. Routine or incidental repairs costing less than 3 percent of current replacement value are included in contract pricing; major repairs exceeding that threshold require separate quotes and Contracting Officer approval. The contractor must respond to service calls within three days for regular requests and 24 hours for emergencies.

The contract is firm-fixed-price with a base year (July 1, 2026 through June 30, 2027) plus four 12-month option years and one optional six-month extension, extending through June 30, 2031. The Government intends to award a Purchase Order or establish multiple-award Blanket Purchase Agreements. Contractors must maintain active SAM.gov registration, provide three recent and relevant past performance references from the past five years, and demonstrate execution capability at the remote Hawaii location. Work is performed Monday through Thursday, 8 a.m. to 4 p.m. Hawaii Standard Time. The park provides lodging and transportation at no additional cost. Evaluation criteria are price, technical capability, and past performance. Quoted pricing must remain valid for at least 60 days.
