About this opportunity

The Department of Agriculture Forest Service seeks to purchase and install one 4,000-gallon water tender unit on an existing 2021 Kenworth T880 truck chassis (VIN: 1NKZX4EX8MJ460912) configured for quick-change operation, with quotes due November 9 and questions due by a prior deadline specified in the original solicitation. This is a total small business set-aside under NAICS 336212 (Truck Trailer Manufacturing), PSC K023.

Place of performance is Bend, Oregon. If the contractor's facility is located 200 road miles or less from the designated pickup and delivery location, the Forest Service will provide transportation; contractors beyond that distance must fund and arrange both delivery and return transportation at their own expense.

The water tender must be an exact match to specified salient characteristics emphasizing standardization for road maintenance and fire support operations, with interoperability of accessory parts. The system comprises a 6V-15 Vision Tank (15 feet long, 102 inches wide, 66 inches high) with fully welded baffles and heads in 3/16-inch ASTM A36 mild steel; a 4x3 M3ZRMS cast iron pump rated 75 gallons per minute at 65 PSI with hydraulic drive; two AV1100 air-to-close rear spray valves with adjustable fan nozzles and two side spray valves with duckbill nozzles, independently operated; 100 feet of 1/4-inch airline; a 1-1/2-inch brass ball valve for manual discharge; SCH40 and SCH80 piping; standard DOT LED lighting; and a 5/8-inch clear flexible PVC sight gauge. One experienced operator must be able to change truck configuration between water tender, dump bed, and fifth-wheel modes in 30 minutes or less using minimal tools. All work including installation, testing, and vehicle return must complete within 182 calendar days of contract award. The tank carries a 5-year limited construction warranty; plumbing includes a 1-year limited warranty. Evaluation criteria are technical acceptability (compliance with salient characteristics, timeline capability, quick-change demonstration), past performance from the prior three years, and fair and reasonable pricing. Award will be made to the responsible offeror meeting technical requirements at best value, without discussions. Amendment 002 (October 20) reiterates exact-match requirements and establishes performance period November 11, 2026 through March 12, 2027. Offerors must acknowledge receipt of all amendments prior to quote submission.
