About this file
This document contains salient characteristics and specifications for a 4,000-gallon water tender system to be installed on a Government-furnished vehicle. The water tender must be an exact match to the listed specifications to ensure standardization for use in both road maintenance and fire support operations, with emphasis on interoperability of accessory parts and compatibility with existing water tank systems.
The tank specifications include a 6V-15 Vision Tank with modified trapezoid design measuring 15 feet long, 102 inches wide, and 66 inches high. Key components include two curved and fitted baffles welded 100% in 3/16" ASTM A36 mild steel, a 25-inch round manway with hinged non-sealing lid, a 3/16" full-length belly plate with 100% full penetration welds, a rear-mount ladder with anti-slip rungs, and vulcanized rubber wear pads on the skirtboard. The tank shall be sandblasted, primed, and painted metallic gray (Paint Code #917120) and equipped with a 5/8" clear flexible PVC sight gauge with brass hardware on both front and rear sides.
The system includes a 4x3 M3ZRMS cast iron water pump with mechanical seal capable of 75 gallons per minute at 65 PSI, driven by a hydraulic 31 Series drive with SCH80 hydraulic lines. Spray components include two AV1100 air-to-close rear spray valves with BC2399 adjustable fan nozzles and two AV1100 air-to-close side spray valves with BC2179 duckbill nozzles on 90-degree elbows. The system features a control console for independent operation of each spray valve, 100 feet of 1/4" airline supplied loose, and a 1-1/2" brass ball valve for manual discharge. All plumbing uses SCH40 black pipe with groove style couplings and fittings.
The contractor must configure the water tender system with a quick-change design allowing one experienced operator to change the truck configuration between water tender, dump bed, and fifth-wheel configurations in 30 minutes or less using minimal tools. The contractor shall complete all work, including installation, testing, inspection, and return of the vehicle to the Government within 182 calendar days after contract award. If the contractor's facility is located 200 road miles or less from the Government's designated pickup/delivery location, the Government will provide transportation; contractors located beyond 200 road miles must include all transportation costs in their quoted price. Upon completion, the Government will conduct inspections for compliance with specifications and applicable safety requirements, and the contractor must demonstrate proper operation of all components and the quick-change capability. The tank includes a standard 5-year limited construction warranty and the plumbing includes a standard 1-year limited warranty. The contractor shall provide all manufacturer warranties, warranty certificates, operating manuals, maintenance information, and parts documentation at the time of acceptance.
