About this opportunity
The Department of Defense Education Activity (DoDEA) is soliciting proposals for a K-12 Visual Arts Resource Platform and Professional Learning Platform through Request for Quote (RFQ) HE125426QE018, with proposals due April 27, 2026, at 12:00 PM Eastern Standard Time. The procurement seeks a mature, fully developed product capable of full functionality on the first day of contract performance with minimal modifications, including a comprehensive bank of art-specific instructional materials and teacher-specific tools for art education improvement, as well as a professional learning platform providing differentiated, on-demand educational opportunities in visual arts pedagogy accessible to educators at their convenience. The evaluation will employ a best-value tradeoff approach with Technical Capabilities weighted as the most important factor, followed by Past Performance, with Price as the least important factor, and a two-step technical evaluation process that initially screens for alignment to College and Career Ready Standards and product maturity before conducting rated evaluation of platform features, professional learning resources, and training/technical support capabilities. Offerors must submit complete responses in four volumes addressing administrative cover letter, technical capabilities (with a 15-page limit and digital access codes for eight evaluators), past performance references (up to five), and pricing in Microsoft Excel format. Questions regarding the solicitation are due by April 20, 2026, and responses must be submitted electronically to Mumbi Mutala and Nicole Freid at the specified DoDEA email addresses.
This procurement is designated for Women-Owned Small Business (WOSB) set-asides under NAICS code 611710 (Educational Support Services) with no incumbent contractor identified. The contract is structured as a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) award with a base period from July 1, 2026, to June 30, 2027, followed by four optional one-year periods extending through June 30, 2031, with minimum platform subscriptions of 205 units in the base year increasing incrementally to 225 units by the final option year, for a maximum total of 1,341 platform subscriptions across all periods. The base period pricing includes three Contract Line Items: Platform Subscription (205 units), Product Training and Technical Support (12 months), and Platform-Enabled Professional Learning (nine units), with government independent cost estimates ranging from $20.40 to $22.00 per platform subscription, $1,660 to $1,790 for annual support services, and $100 to $109 per professional learning session. Performance will be located in Alexandria, Virginia, with DoDEA's 161 schools across three geographic regions (Americas, Europe and Middle East, and Pacific) serving approximately 66,000 children of active-duty military families, with contract acceptance and point of contact responsibilities held by Emily Atkinson.
