About this opportunity

The Department of Defense Education Activity (DoDEA) is seeking information on commercial, off-the-shelf (COTS) solutions to provide an integrated K-12 visual arts resource platform and professional learning platform. The procurement encompasses a K-12 visual arts resource platform with a minimum of 150 lesson plans and 200 additional resources for each of four grade bands (K-2, 3-5, 6-8, 9-12), aligned with DoDEA's College and Career Ready Standards and National Arts Standards for Visual Art, along with an asynchronous professional learning platform offering differentiated, on-demand educational opportunities in visual arts pedagogy. Key requirements include quarterly resource updates, FedRAMP Level 2 compliance (waivable case-by-case), Section 508 accessibility standards, integration with DoDEA's Schoology LMS and ClassLink identity management platform, SCORM compliance, 24/7/365 availability with no more than one unscheduled downtime per semester, and U.S.-based secure data centers with AES-256 encryption at rest and TLS encryption in transit. This is a Request for Information (RFI) issued on February 10, 2026, with responses due by February 17, 2026, and capability statements limited to five pages. The Government will not reimburse respondents for information gathering or administrative costs associated with this RFI.

No set-aside designation applies to this procurement. DoDEA initially expects to license 205 subscriptions (201 teachers and 4 specialists) with potential for up to five additional teachers annually, and the current supplementary web-based visual arts curriculum contract expires in summer 2026. The contractor must provide quarterly resource updates, asynchronous product training, industry-standard technical support within one business day, and participate in post-award meetings including a five-day conference and IT meeting within ten days of award. Additionally, the contractor may be required to develop up to six customized 30-60-minute asynchronous modules annually for up to 30 modules over the contract life. All personnel with access to DoDEA data must be U.S. citizens and complete DoD Privacy Act and personally identifiable information (PII) training. While no specific budget or award value is disclosed in this RFI, potential contractors should be prepared to demonstrate their platform's capabilities, accreditation status (preferably by the Distance Education Accredited Commission), and technical infrastructure meeting federal requirements.
