Solicitation Summary: K-12 Visual Arts Resource Platform and Professional Learning Platform

This is a Request for Quote (RFQ) for a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by the Department of Defense Education Activity (DoDEA) for a K-12 Visual Arts Resource Platform and Professional Learning Platform. The solicitation number is HE125426QE018, with an offer due date of April 27, 2026, at 12:00 PM Eastern Standard Time. The contracting activity is DoWEA Headquarters Procurement Division in Alexandria, Virginia. The contract is designated for Women-Owned Small Business (WOSB) with a NAICS code 611710 (Educational Support Services) and a size standard of USD 24.00. This is a commercial item acquisition conducted under FAR Part 12 procedures, with a Product Service Code of U009.

The contract includes a base period from July 1, 2026, to June 30, 2027, with four optional one-year periods extending through June 30, 2031. The minimum contract quantity is one platform subscription and the maximum is 1,341 platform subscriptions across all periods. The base period includes three Contract Line Items: Platform Subscription (205 units), Product Training and Technical Support (12 months), and Platform-Enabled Professional Learning (9 units). Four identical option periods follow with incrementally increasing platform subscription quantities (210, 215, 220, and 225 units respectively). Vendors must submit complete responses in four volumes: Administrative Cover Letter, Technical Capabilities (15-page limit with digital access codes for eight evaluators), Past Performance (up to five references), and Pricing (Microsoft Excel format). Evaluation will use a best-value tradeoff approach with Factor 1 (Technical Capabilities) being more important than Factor 2 (Past Performance), which together are more important than Factor 3 (Price). Technical Capabilities evaluation uses a two-step process: initial Pass/Fail screening on alignment to College and Career Ready Standards and product maturity, followed by rated evaluation of platform features, professional learning resources, and training/technical support capabilities. Submissions must be sent electronically to Mumbi Mutala (mumbi.mutala@dodea.edu) and Nicole Freid (nicole.freid@dodea.edu), with questions due by April 20, 2026. Acceptance location and COR point of contact is Emily Atkinson at emily.atkinson@dodea.edu.
