About this opportunity

The Department of Defense Education Activity (DoDEA) issued a Notice of Intent to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for a K-12 Visual Arts Resource Platform and Professional Learning Platform. The procurement seeks a comprehensive digital platform that provides K-12 visual arts educators with standards-aligned resources, including lesson plans, teaching strategies, classroom materials in both written and video formats, and asynchronous professional learning modules. DoDEA has determined that The Art of Education University, LLC is the sole source capable of meeting these requirements, specifically because it is the only vendor offering DEAC accreditation, the requisite depth and variety of standards-aligned K-12 visual arts resources across all grade levels with STEAM connections, and a professional learning platform containing 151 elementary and 163 secondary-level packages covering classroom management, assessment, instructional strategies, and technology integration. Interested parties must submit responses by March 9, 2026, at 12:00 PM ET to the designated DoDEA contacts, with responses requiring unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, F.O.B. Point, UEI, TIN, business size certification, and active SAM registration. This is a pre-solicitation notice indicating DoDEA's intent to award without full and open competition under a sole source justification.

This procurement is designated as a Total Small Business set-aside contract. The incumbent contractor is The Art of Education University, LLC, UEI RME3BKX7W1488, which is already identified as the intended awardee. The contract period consists of a 12-month base period beginning July 1, 2026, followed by four optional 12-month periods for a total potential contract duration of five years. Minimum resource requirements include at least 150 lesson plans plus 200 additional resources for each grade band (K-2, 3-5, 6-8, and 9-12), with both the K-12 Visual Arts Resource Platform and the Virtual Professional Learning Platform updated quarterly. The contractor must provide up to 30 customized asynchronous modules per year (1-6 per request) and deliver full compliance with DoDEA's privacy, security, and cybersecurity requirements. The NAICS classification is 611710 (Educational Support Services) with a size standard of $24 million, though no specific contract value range is disclosed in this pre-solicitation notice.
