About this file

This is a template for a client notification letter issued by contractors responding to a Department of Justice, Federal Bureau of Prisons (BOP) Request for Proposals for Secure Juvenile services. The letter is intended to be sent to all prospective past performance references identified in the contractor's Business Proposal, Section L.

The letter informs clients that they may be contacted by the BOP to provide feedback on the contractor's work performance, as the BOP places substantial emphasis on past performance as a source selection factor in accordance with the Federal Acquisition Streamlining Act (Public Law 103-355) Section 1091. The letter authorizes the client to respond to BOP inquiries and assures them that while their information may be released to the contractor's organization, Federal Acquisition Regulation Subparts 15.306(e)(4) and 15.506(e)(4) prohibit disclosure of the names of persons providing reference information. The letter identifies specific points of contact from the client's organization and requests honest and candid information about the contractor's performance.
