About this opportunity

The Transportation Security Administration intends to award contract 70T04026C7672N003 to Rohde & Schwarz USA, Inc. for procurement, installation, and maintenance of up to 304 Advanced Imaging Technology units (model Quick Personnel Scanner 201) on a sole-source basis, under the statutory authority of 41 U.S.C. 3304(a)(1).

TSA justifies sole source based on Rohde & Schwarz being the only vendor meeting TSA's elevated detection standard for AIT certification. Although two vendors have qualified AITs on TSA's Qualified Product List, only Rohde & Schwarz systems meet the new higher detection requirements and provide enhanced passenger efficiency through faster scan processing and lower pat-down rates. The equipment detects metallic and nonmetallic threats, including weapons and explosives concealed under clothing, without physical contact. No inquiries were received following the notice of intent to sole source posted on SAM.gov on April 14, 2026.

Performance period is three years, encompassing shipping, installation, seismic brackets where necessary, training, and two years of warranty and maintenance. Place of performance is designated modernization airports under the Department of Homeland Security's Modernization Capital Improvement Program. Contract type is Firm Fixed Price. Funding is classified as 0550 Operations and Support with FY2026 fiscal year funding. The Contracting Officer will conduct price analysis using historical pricing and GSA commercial pricing to ensure fair and reasonable pricing. TSA established a new QPL testing window in FY2026 to encourage future competition.
