About this opportunity
The Department of Homeland Security's Immigration and Customs Enforcement (ICE) Office of Firearms and Tactical Training (OFTP) is seeking a contractor to provide used and junk automobiles for dynamic law enforcement training courses at Fort Benning, Georgia. The solicitation requires up to 200 used vehicles per year including 4-door sedans, SUVs, and trucks that must be damage-free with intact doors, windows, inflated tires, and clean interiors for training purposes involving an estimated 18-20 classes annually with approximately 10 vehicles per class. Originally, contractors were required to have business addresses and inventory within 20 miles of Fort Benning, but Amendment 2 removed this geographic restriction to allow vendors from any distance to submit proposals. The government will evaluate quotes based on technical approach, past performance, and price, with non-price factors being significantly more important than price. The quote submission deadline is 10:00 AM EST on July 29, 2025, following extensions granted through amendments to the original solicitation.
This procurement is designated as a Total Small Business set-aside under NAICS code 423110 (Automobile and Other Motor Vehicle Merchant Wholesalers) with PSC 2310. The solicitation represents a re-procurement after ICE terminated the previous Purchase Order 70CMSW25P00000001 for convenience due to a May 16, 2025 tornado that caused major damage to the incumbent contractor's junk car inventory. The contract structure includes a Firm Fixed Price Purchase Order with a base 12-month period from September 19, 2025 to September 18, 2026, plus four additional 12-month option periods extending through September 18, 2030, for a total potential five-year contract duration. Training will be conducted at Fiske Range located at 6760 Sightseeing Road, Fort Benning, GA 31905, with delivery and pickup operations required Monday through Friday between 8:00 AM and 4:00 PM EST. The vehicles will be subjected to gunfire, structural damage, and broken glass during training exercises but must remain towable and salvageable afterward.
