About this file

This document is Amendment 1 to Request for Quote (RFQ) 70CMSW25Q00000011, containing a series of questions and answers regarding a junk car requirement for the Office of Foreign Training Program (OFTP) for Fiscal Year 2025. The Q&A addresses critical details about vehicle conditions post-training, including that vehicles will be exposed to gunfire, experience significant structural damage, have broken glass, and potentially have removed doors. The vehicles are expected to remain towable and salvageable after training, with the possibility of deflated tires.

The training schedule is non-standard, based on operational needs rather than a fixed calendar. The government indicates that while a training calendar exists, it is law enforcement sensitive and will not be shared. The awardee must be prepared to respond quickly to impromptu training classes with short notice, with the training to be conducted at Fort Benning, GA. The solicitation follows a previously terminated purchase order due to tornado damage, and is considered a mission-critical service for Immigration and Customs Enforcement (ICE).

Industry Question #2- Post-Training Vehicle Condition:

Should we expect broken glass, removed doors, or other major physical damage?

Government Answer #2- Yes, all vehicles will experience broken glass, exterior/interior damage and occasional situations where doors are removed.

Industry Question #3- Post-Training Vehicle Condition:

Will the vehicles still be towable and rollable for pickup or salvage after use?

Government Answer #3- Yes, vehicles will be towable and salvageable after each training use with tires possibly being deflated as well.

Industry Question #4- Training Class Schedule:

Are classes held on a regular schedule (e.g., every 2–3 weeks or monthly)?

Government Answer #4- No, the class schedule is based on operational needs and not on a regular basis. The awardee shall be able to react quickly to an impromptu class if necessary, with short notice.

Industry Question #5- Training Class Schedule:

Is there a training calendar available, or will delivery dates be shared as needed?
