Army Contracting Command, Aberdeen Proving Ground, Installation Division (CCAP-SCI) intends to award six (6) Mulitiple Award Task Order Contracts (MATOC) for analytical services associated with target descriptions, vulnerability, survivability, weapons effectiveness studies, and support to current operations for the Joint Technical Coodinating Group for Munitions Effectiveness (JTCG/ME). JTCG/ME's objective is to acquire analytical services of engineers, operations research analysts, mathematicians, and computer scientists needed to perform a range of critical analyses in support of the U.S. Army and Department of Defense (DoD). Individual task orders under the proposed indefinite delivery/indefinite quantity (ID/IQ) contracts will involve: (1) the description and vulnerability of enemy targets to various damage mechanisms associated with conventional weapons; and (2) weapon system effectiveness analysis including methodology, computer simulation, data analyses, model verification, validation, and documentation, systems effectiveness analyses, and data base management systems. All work will be in accordance with individual task order requirements and specifications. The North American Industry Classification System (NAICS) code for this work is 541712 with the small business size standard at 500 employees. This procurement will be solicited as a partial small business set-aside; the Government intends to award three (3) MATOCs to small businesses. Each contract is for a five (5) year ordering period. The total estimated value for each contractor is a minimum of $100,000 and will not exceed $48,000,000 over the life of the contract. Proposals will be due on/about 17 December 2012; the actual date and time to be specified within the solicitation. All information, amendments, and questions concerning this solicitation will be posted on FedBizOpps. It is the offerors responsibility to monitor the FedBizOpps website for notices and amendments. The Government is not responsible for loss of internet connectivity and will not issue paper copies. All inquiries must be in writing via email to the POC identified within the solicitation; answers will be provided in writing posted to the web.
