MEMORANDUM FOR RECORD

SOLICITATION: W91ZLK-13-R-0005

SUBJECT: Questions and Answers (“Q&A”) #13 through 17

1. The purpose of this memorandum is to document the most recent Q&A received from interested vendors as of close of business 26 November 2012 regarding the subject solicitation. Question #12’s answer is also corrected.

2. The questions and answers are as follows:

Q12: On Page 69 of the RFP (L.3.2.2 (a) the government states that, “The resumes

(no more than one page per person) shall also include a description of the individual’s responsibilities.” Is the government requesting a description of the individual’s current work responsibilities, or their proposed responsibilities for this effort?

**CORRECTED A12: The former, e.g., their current job responsibilities.

Q13. Section L.3.5: Is Section B to be completed and submitted as part of Volume

V? If yes, provide guidance to complete FFP and CPFF. Section L.3.3 instructs cost proposal to be priced on CPFF basis using Sample Tasks #1 and #2. How are costs associated with basic SOW reflected in the cost proposal?

A13: The contractors shall provide cost proposals for the sample tasks only.

Q14. Section C – PWS, 3.4. Security Requirements, p. 9:

“Requirements contained in paragraphs C.3.4.1, C.3.4.2, and C.3.4.3 apply to this contract. All other requirements are specific to task orders performed at AMSAA.”

Should offerors address ONLY paragraphs C.3.4.1, C.3.4.2, and C.3.4.3 under the

Security Requirements for this IDIQ-level proposal?

A14: The offerors should specifically address C.3.4.1, C.3.4.2, and C.3.4.3. In addition, they should discuss their ability/processes to meet site-specific security requirements like those specifically required for AMSAA (C.3.4.4. to C.3.4.16).

Q15. Section C- PWS, 3.5.1 Status Reports, p. 12: “The Contractor shall submit status reports IAW Exhibit Line Item Number (ELIN) A001 of the Contract Data

Requirements List, DD Form 1423.” This CDRL, as well as A002, A003, and A005 referenced elsewhere in the solicitation were not included with the RFP. Will the

Government please provide these CDRLs?

A15: CDRLs A001, A003, and A005 have been included with this Amendment.

Q16. Section C – PWS, 3.7 Performance outcomes, p. 13:

“The Government will use the Quality Assurance Surveillance Plan provided at

Appendix A to Section C as the basis for assessing the contractor’s performance.”

Will the Government please provide Appendix A for reference purposes?

A16: Appendix A (“Quality Assurance Surveillance Plan”) has been included with this

Amendment.

Q17. Section J – Sample Task #2: Does the government desire a new tool/algorithm to replace FATEPEN? Does the government desire additional features that

FATEPEN does not currently have? How do FATEPEN predictions compare with real world results? Is more accuracy required?

A17:

(1) No. The Government does not desire a new tool/algorithm to replace FATEPEN.

(2) YES. The sample task shall produce a methodology that can be utilized as a standalone Graphical User Interface (GUI) driven code or as module that can be called by a higher-level code such as COVART or AJEM.

(3) Extensive Verification, Validation, & Accreditation (VV&A) has occurred and

FATEPEN is the accredited JTCG/ME tool

(4) No.
