MEMORANDUM FOR RECORD

SOLICITATION: W91ZLK-13-R-0005

SUBJECT: Questions and Answers (“Q&A”) #18 through 26

1. The purpose of this memorandum is to document the most recent Q&A received from interested vendors as of close of business 28 November 2012 regarding the subject solicitation.

2. The questions and answers are as follows:

Q18. Section J – Sample Task 2 , 5.2 Technical Report, p. 57 states: “The contractor shall deliver these reports no later than twelve (12) months from date of award,” while 9.0 Period of Performance, p. 58 states: “All work including receipt of the approved final documentation by the government shall be completed thirteen

(13) months after task order award.” Will the government please clarify the period of performance for sample task 2?

A18: Period of Performance is twelve (12) months; disregard the “13”

Q19: First page of the solicitation states that the DPAS rating is “03”. Will the government confirm or clarify what the correct DPAS rating is?

A19: The Department of Commerce has not authorized the Department of Army to utilize the Defense Priorities and Allocations System (DPAS) to support services.

Therefore, this contract is unrated as to services. However, as FAR 52.211-14, “Notice of Priority Rating for National Defense Use” and 52.211-15, “Defense Priority and

Allocation Requirements” will be included in this contract, the use of rated orders in acquisitions of materials will be coded C9, “Miscellaneous”.

Q20: Will the past performance questionnaire be posted in the near future?

A20: Annex H, including the Past Performance Questionnaire, was included in the amendment to this RFP dated 23 November 2012.

Q21: To complete Volume V, Section L.3.5.1 instructs offerors to use the file

(without modification) provided with the solicitation. To complete other proposal volumes, offeror will need to submit documents with original signatures (e.g., consent letter, letter of commitment). Please confirm that the offeror is compliant if the pages in proposal volumes do not have company name, date, and solicitation number in the header and/or footer as per Section L.1.3.

A21: Confirmed; all pages contained within the proposal do not have to contain this information.

Q22: Section L.3.1.1 provides that “the narrative discussions shall be related to the applicable SOW and the task SOW paragraphs by referencing the appropriate

SOW paragraph number, task number and, if applicable, task SOW paragraph numbers at the beginning of the discussion text.” Does the Government intend the reference to “SOW” to be “PWS and RFP Sections”?

A22: The terms “SOW” and “PWS” are synonymous as they pertain to this RFP.

Q23: Government’s response to Q11 contradicts Sections L.3.4.2 and L.3.4.2.1.(h) requiring small businesses to submit a Small Business Participation Plan. Please clarify if small business offerors should or should not submit Small Business

Participation Plan. Can the Government provide the SF 30 for Amendment 1 or revise the Amendment 2 issued on November 23, 2012 as Amendment 1 to reflect the announcement posted on FBO?

A23: Small Businesses are not required to provide a SB participation plan as part of their response to this RFP.

Q24: L.1.4. Page Limitation. Volumes I (Technical) and II (Management), cumulatively, shall not exceed 240 pages. The 240 page limit applies to Volumes I and II together, including the original and five (5) required copies IAW L.1.3.

Should each copy of Volumes I and II together contain less than 240 pages (1440 pages total, 240 pages per original/copy), OR should all copies of Volumes I and II together total less than 240 pages (240 pages total, 40 pages per original/copy)?

A24: The latter; the entire page count of Volumes I and II, cumulatively, INCLUDING

ALL REQUIRED COPIES, must not exceed 240 pages. However, EXCLUDED from this page count are the Quality Control Plan (QCP) and any resumes submitted.

Q25: Section J.1, Sample Task #1, Section 3.11.1 (page 53) states, “The purpose of the meeting shall be to identify any limitations in data availability and accuracy and discuss the planned approach to complete the target refresh efforts”. This is the only reference in the sample task PWS to “refresh”. Based on this reference, is the contractor expected to assume that TGM development and vulnerability analysis have already been performed for both targets and this task is focused on refresh of those previous models and analyses?

A25: Delete "refresh" in paragraph 3.11.1 (page 53). This task should be performed as new target efforts.

Q26: In the Q&A released by the government on 23 November 2012 Question #9 was answered by stating that the "Cost/price information is not required as part of the past performance submission." Will this change be reflected in a forthcoming amendment to section L.3.4.1 of the RFP?

A26: To clarify; offerors should include contract award cost/price information and final

(or projected final) cost/price information that is accessible in the public domain.

Offerors are NOT required to disclose any proprietary or privileged information (fees, rates) as part of this requirement.
