MEMORANDUM FOR RECORD
SOLICITATION: W91ZLK-13-R-0005
SUBJECT: Questions and Answers (“Q&A”) 01 through 12
1. The purpose of this memorandum is to document the most recent Q&A received from interested vendors as of close of business 21 November 2012 regarding the subject solicitation.
2. The questions and answers are as follows:
Q1. Section L.1.1 states that one copy of CD-ROM is required. Can the offeror submit all files in PDF, except for computations (using MS Excel) in Volume III, Cost Proposal?
A1: Yes, any files sent in digital form may be in .pdf format and/or MS Office applications.
Q2. Section L.1.3: Confirm the following type/number of copies for submission:
-- Volume I, one original and 5 copies
-- Volume II, one original and 5 copies
-- Volume III, one original and 1 copy
-- Volume IV, one original and 5 copies (each) of Past Performance Information, Small Business Participation Plan, Small Business Subcontracting Plan, Organizational Conflict of Interest Plan
-- Volume V, one original
A2: The instructions as listed are confirmed; L.1.3. has been reworded.
Q3. Section L.3.4.2: For the Small Business Participation Plan, confirm that
L.3.4.2.1.(a) to L.3.4.2.1.(g) are all that is needed to complete the plan.
A3: Subcontracting plans must meet the requirements of FAR 52.219-9.
Q4. Section L.3.5: What items should be submitted as part of Section G – Contract
Administration Data?
A4: This item has been deleted.
Q5. Can the Government provide Appendix H (“Past Performance Questionnaire and Sample Cover Letter”)?
A5: Appendix H has been included with this Amendment.
Q6. What is the deadline for submitting questions?
A6: 4:00 p.m. Eastern Time, Wednesday 5 December 2012
Q7. Section H – Special Contract Requirements, Page 23:
“Minimum coverage of $100,000 is required.” Does this minimum requirement apply to subcontractors including small businesses?
A7: Yes
Q8. Section L - Instructions, Conditions, and Notices to Bidders, L.3.4.1.2 (b), p.
72: “Additionally, the offeror shall provide a chart, in tabular form, listing the following information in the following format about each of these completed projects:” Is there a list of required information missing from this section?
A8: This subparagraph has been revised.
Q9. Section L.3.4.1, p. 72 states “…offeror is responsible for including sufficient details (without reference to contract cost) to permit a complete and accurate evaluation strictly from a past performance standpoint.” Section L.3.4.1.2 (d), p.
73 lists Award Cost/Price as one of the points of information to be included. Can the Government please clarify whether contract cost/price should be included on the past performance citations?
A9: Cost/price information is not required as part of the past performance submission.
Q10. (L.1.4 on page 68). Does the 240 page count restriction apply only to
Volumes I and II? If so, what are the page limits for the other volumes?
A10: The 240 page limit applies to Volumes I and II together, including the original and five (5) required copies IAW L.1.3.
Q11: Based on the RFP instructions and evaluation criteria the government is requiring Small Business offerors to provide a Small Business Participation Plan as part of their proposal submission even though this portion of the submission will be given a neutral evaluation rating (essentially non-evaluated) and is not required per FAR Part 19. It isn’t clear what the benefit of requiring Small Business offerors to include this plan would be to the government and given the nature and history of the requirements we do not anticipate the need to create a large team to address the solicitation requirements. Would the government consider revising the
RFP in a manner that would not require submission of this participation plan by small business offerors?
A11: Small business participation plans are not be required from small businesses.
Q12: On Page 69 of the RFP (L.3.2.2 (a) the government states that, “The resumes
(no more than one page per person) shall also include a description of the individual’s responsibilities.” Is the government requesting a description of the individual’s current work responsibilities, or their proposed responsibilities for this effort?
A12: The latter, e.g., their proposed responsibilities under this solicitation.
