About this opportunity

The Defense Health Agency is seeking program management, operations, intelligence, and liaison support services for the Joint Trauma Analysis and Prevention of Injury in Combat (JTAPIC) Internal Program Management Support (JIPMS) program. The contractor will provide comprehensive support to integrate all combat incidents across four key objectives, including operations and analytical support for the JTAPIC Program Office, business analysis support at U.S. Special Operations Command, support at the Armed Forces Medical Examiner System, and operational support at U.S. Central Command. All contractor personnel must be U.S. citizens holding Top Secret/Sensitive Compartmented Information security clearances, and the contractor must possess an active Top Secret Facility Clearance. Proposals will be evaluated on a best-value trade-off basis, with technical approach, experience, management approach, and past performance weighted more heavily than pricing. Following Amendment 2, proposals are due on August 12, 2025, at 1400 Eastern Time, with electronic submission required through separate cost and non-cost proposal sections.

This solicitation is set aside 100% for small businesses under NAICS code 541990 with a size standard of $19.5 million. The previous contract was held by STS Systems Support, LLC, which ended on October 29, 2024, with no incumbent staff transitioning to the new contract. The contract structure includes a base period of 12 months beginning September 30, 2025, followed by four one-year option periods extending through September 29, 2030, with an estimated total contract value that could reach the NAICS size standard threshold. The work requires approximately four full-time equivalent positions annually, including Operations Research Analysts and Medical Business System Analysts performing an estimated 7,680 labor hours per year. Services will be performed across three locations: the National Capital Region at Fort Detrick, Maryland; MacDill Air Force Base in Tampa, Florida; and Fort Sam Houston in Texas. The government estimates Other Direct Costs ranging from $25,000 in the base year to $25,627 in the final option period.
