About this opportunity
The Defense Health Agency (DHA) is seeking a non-personal services contractor to provide Joint Trauma Analysis and Prevention of Injury in Combat (JTAPIC) Internal Program Management Support (JIPMS). The contract aims to support data collection, integration, analysis, and storage of combat-related injury prevention information across three primary locations: Fort Detrick, MD; MacDill AFB, FL; and Fort Sam Houston, TX. Contractors must have a TOP SECRET facility clearance and be able to provide personnel with TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI) clearance who are U.S. citizens. The government is conducting a Request for Information (RFI) to gauge market interest and identify qualified vendors in the Administrative Management and General Management Consulting Services sector. Interested companies must submit a five-page capabilities statement by June 6, 2025, at 10:00 AM Eastern Time to marc.l.mitchell.civ@health.mil, detailing relevant experience, current facility clearance, and available contract vehicles.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The estimated contract size is approximately $24.5 million, with an anticipated requirement of four full-time equivalent (FTE) support personnel. The primary focus will be supporting Special Operations Forces (SOF) and integrating combat incident data, with work to be performed during standard government business hours. Contractors will be responsible for developing knowledge products, conducting casualty analysis, coordinating with military partners, preparing reports and presentations, and interviewing Wounded Warriors. The contract will support the JTAPIC mission of preventing and mitigating military personnel injuries through comprehensive data analysis and integration. While this is currently a market research exercise, it suggests a potential future formal solicitation for comprehensive program management and analytical support services.
