About this file
Amendment 1 to RFP HT9425-25-R-E001 provides updates and clarifications for the Joint Trauma Analysis and Prevention of Injury in Combat (JTAPIC) Internal Program Management Support (JIPMS) solicitation. The small business set-aside contract requires program management, operations, intelligence, and liaison support services to integrate combat incidents across three locations: National Capital Region, Fort Detrick, MD, MacDill Air Force Base in Tampa, FL, and Fort Sam Houston, TX.
Key details include an active Top Secret Facility Clearance (FCL) requirement at submission, with the contractor providing support across four objectives outlined in PWS Sections 3.1-3.4. The amendment addresses 23 contractor questions, updates attachments A and B, and adds a draft DD254. Notable clarifications involve personnel qualifications, telework restrictions, data access, and submission requirements for technical proposals, pricing, and past performance. The proposal due date remains unchanged, and the Defense Health Agency is the soliciting agency.

Amendment 1
HT9425-25-R-E001
Amendment 1: The purpose of this amendment is to answer prospective Offeror’s questions and make the appropriate updates to the Request for Proposal (RFP) attachments. The proposal due date and time has not changed as a result of this amendment.
List of Amended Attachments:
· Attachment A – PWS
· Attachment B - Instructions to Offerors and Evaluation Factors
· Draft DD254 (new attachment)
Questions/Answers: Please see below for submitted questions and the Government’s response. Questions determined to be duplicative or not relevant for proposal development were omitted. Changes within the attachments are highlighted.
1. Question: What is the total award value of the ongoing contract held by the incumbent vendor?
Response: Details about the previous contractor can be found in the Incumbent section on page 6 of Attachment B. No further details are being provided.
2. Question: Do you want our proposal price assumptions in a new tab within attachment 3 or would you like a pricing narrative separately?
Response: Either way is appropriate.
3. Question: Can the Government confirm whether the page limits for Volume I (Technical Proposal) exclude resumes, cover pages, table of contents, cross-reference matrices, and acronyms?
Response: The list of sections not subject to page limits can be found on page 2 of Attachment B. Sections not specified are subject to the page limits.
4. Question: Please confirm whether Attachment B – Pricing Template must be submitted in both Excel and PDF formats, and if offerors should include narrative justification within Volume III or as a separate file.
Response: The Pricing and Supplemental Worksheet (Instructions Attachment 3) must be submitted in Excel. The pricing narrative may be included within that spreadsheet or provided as a separate Word or PDF file. Attachment B has been updated accordingly.
5. Question: Is the evaluation of innovation and advanced capabilities (e.g., predictive analytics, AI/ML-enabled trauma forecasting) encouraged or considered a discriminator under the Technical Approach factor?
Response: Proposals will be evaluated in accordance with Attachment B, Section 3.
6. Question: Will the Government evaluate personnel qualifications separately under a “Personnel” subfactor, or are they assessed as part of the overall Technical Approach?
Response: Proposals will be evaluated in accordance with Attachment B, Section 3.
7. Question: Can the Government confirm whether the Program Manager and Deputy Program Manager must be full-time and physically located in the NCR, or is a hybrid model (on-site + secure telework) permissible?
Response: PWS Section 2.4.1(b) addresses responsibilities for the Contractor's Program Manager. The PWS does not reference a Deputy Program Manager. The Contractor's Program Manager is not necessarily someone who will perform tasks under PWS Section 3.0. Individuals performing tasks under PWS Section 3.0 do not have a telework option.
8. Question: For the 30-day transition-in period, is there a required government-furnished knowledge transfer plan or point of contact for incumbent support coordination?
Response: There is no 30-day transition period.
9. Question: Will the Government provide legacy or historical data dashboards, templates, or reporting systems that the contractor must maintain, or is the offeror expected to propose a new system?
Response: Yes. The government will furnish legacy or historical data dashboards, templates, or reporting systems.
10. Question: Will the Government provide access to any cleared incumbent personnel for continuity or retention planning during Phase-In?
Response: The are no incumbent staff as stated on page 6 of Attachment B.
11. Question: Does the Government anticipate conducting formal CPARS evaluations against the QASP metrics in Section 2.17, or will this be managed through informal PMRs and COR oversight?
Response: See PWS Section 2.20 for Contractor Performance Evaluation Process.
12. Question: Is there a requirement or preference for contractor staff to participate in battlefield trauma knowledge forums or DoD trauma-focused working groups?
Response: There are different knowledge forums personnel will attend. These forums will vary within the medical, materiel, operations and intelligence communities of interest.
13. Question: Can the Government clarify whether the Small Business Subcontracting Plan applies to this solicitation, given it is a small business set-aside?
Response: It does not.
14. Question: In reference to the PWS language: “GFP available for the Contractor’s use in support of this contract will include all materials, supplies, equipment, network access, and information”, what tools/capabilities are currently being used for data analysis (GOTS/COTS/Custom in house/newly developed etc.)?
Response: The tasks are role based and specific to each location. Personnel will be provided access to the necessary systems to perform each task.
15. Question: What types of data/data records are being utilized (all housed on classified systems, all at different levels, etc.)?
Response: The tasks are role based and specific to each location. Personnel will be provided access to the necessary systems to perform each task.
16. Question: Are there any additional certifications or requirements for each specified LCAT, including years of experience, degree level, etc.?
Response: Offerors are expected to provide personnel qualified to perform the tasks required by the solicitation.
17. Question: Is previous knowledge or direct experience with the prior executed work required, and/or is this considered a logical follow-on to the identified incumbent work?
Response: See Attachment B for instructions and evaluation criteria regarding Experience. This is not a logical follow-on.
18. Question: Will the government please provide an editable (or Microsoft Word format) Past Performance reference file for industry use?
Response: No other file is available.
19. Question: Which medical systems or platforms (e.g., MHS GENESIS, AHLTA, CHCS) will the analysts be working with?
Response: There are a number of medical platforms personnel will be granted access to in order to support the program.
20. Question: As this contract requires contractors to hold TS/SCI. Will a DD254 provided?
Response: The DD Form 254 will be included in the resulting award. A draft version is provided with this amendment. See PWS section 4.1.
21. Question: We do not see a requirement in the proposal submission instructions requiring the prime to hold a Top- Secret Facility Security Clearance (FCL) at the time of submission. Will that be added to the requirement?
Response: See PWS Section 4.1. An active Top Secret FCL is required at time of submission. Attachment B is updated to state that offerors shall provide a copy of the Facility Clearance Verification with their non-cost/price proposal.
22. Question: Attachment 2: Past Performance References notes two requirements: Description of the Requirement and Performance. Under the performance, we are asked to explain any performance issues or problems that occurred, corrective actions taken, and any expected or realized results based on those corrective actions. Any issues discussed in a CPARS report for this reference are to be addressed. Can we assume that no CPARS or PPQs are required and that we only need to explain if there is a discrepancy in a completed CPAR.
Response: Instructions Attachment 2 is the submission requirement for Past Performance. Please discuss any issues that were identified by during contract performance.
23. Question: Please clarify where the Transition-in plan should be included, where it will be evaluated, and page limits, if any.
