About this file
This is a Performance Work Statement (PWS) for an Audio Visual (AV) refresh project at Building 200 Flag Conference Room under Commander Navy Installations Command (CNIC), Joint Region Marianas (JRM), located at Naval Base Guam.
The project encompasses five contract line items (CLINs) with a required completion date of 31 December 2026. CLIN 0001 requires project coordination and site verification activities, including scheduling coordination with the Contracting Officer's Representative (COR) and pre-installation verification of mounting surfaces, cable pathways, power availability, rack space, ventilation, grounding, and control-system interfaces. CLIN 0002 specifies minimum equipment and material requirements including two commercial-grade front displays (minimum 95 inches diagonal) with heavy-duty wall mounts, two beamforming microphone arrays, eight ceiling speakers, one audio amplifier, one Digital Signal Processor (DSP) with acoustic echo cancellation and noise suppression capabilities, a dedicated physical microphone mute/unmute control button, NIPRNet and SIPRNet presentation connectivity, AV switching and control hardware, rack power distribution with UPS support, bulk cabling (CAT6 and signal cabling), and workstation camera mounting hardware. The contractor must ensure no embedded Wi-Fi or Bluetooth functionality in displays and must preserve separation between NIPRNet and SIPRNet systems to prevent unauthorized cross-domain data transfer. CLIN 0003 requires programming and configuration of the existing touchscreen control panel, DSP, and integration of existing Government-furnished equipment (SVTC codec, SVTC camera, and workstation camera) with the refreshed system. CLIN 0004 specifies system validation, testing of all presentation inputs and outputs, documentation deliverables (final equipment list, as-built signal-flow documentation, rack layout, cable labels, and operating instructions), basic user training with a quick-reference guide, completion of a System Operational Verification Test (SOVT), and provision of manufacturer warranty and workmanship warranty information. CLIN 0005 requires removal of the existing credenza and obsolete display equipment while explicitly prohibiting removal or disposal of the reused Government-furnished equipment, with turnover of removed property to the COR. Contractor personnel must comply with Naval Base Guam installation-access requirements, including Defense Biometric Identification System (DBIDS) credentialing, citizenship verification, background checks, and physical-security protocols. The PWS specifies that contractor access to classified information is not authorized unless the Contracting Officer provides applicable security requirements and DD Form 254 when required.

Commander Navy Installations Command (CNIC), Joint Region Marianas (JRM), Building 200 Flag Conference Room Audio Visual (AV) Refresh.
1.2 Background and Objective
JRM requires an AV refresh for the Building 200 Flag Conference Room to improve the room's primary display and audio capability, provide dependable presentation connectivity for Non-Secure Internet Protocol Router Network (NIPRNet) and Secret Internet Protocol Router Network (SIPRNet) Government computers, and retain the existing Government-furnished conferencing and control equipment identified below.
Existing equipment to be reused:
• Secure Video Teleconference (SVTC) codec.
• SVTC camera.
• Workstation camera.
• Touchscreen control panel and associated control processor.
• Existing half-rack cabinet.
1.3 Pre-Proposal Site Visit
JRM will support a Government-scheduled pre-proposal site visit so prospective offerors can verify room conditions, existing equipment, mounting locations, cable pathways, rack space, power, and interfaces before submitting their technical proposal.
2.0 Requirements / Contract Line Item Numbers
CLIN 0001 - Project Coordination and Site Verification
1. Coordinate the project schedule, site access, installation activities, and required communications with the Contracting
Officer's Representative (COR).
2. Before installation, verify display mounting surfaces, cable pathways, available power, rack space, ventilation, grounding, control-system interfaces, SVTC connectivity, and camera locations.
3. Perform the work in accordance with the technical approach accepted by the Government. Any conflict with verified site conditions shall be reported to the COR before procurement or installation of affected equipment.
CLIN 0002 - Equipment, Installation, and Integration Minimum Equipment and Material Requirements The contractor shall furnish, install, integrate, configure, and test the following minimum equipment and materials.
Proposed equipment shall meet the stated functional requirements and be compatible with the accepted technical approach.
Qty Equipment / Material Minimum Requirement 2 Primary front displays Commercial-grade displays, minimum 95-inch diagonal; no embedded Wi-Fi or Bluetooth.
2 Display wall mounts Heavy-duty wall mounts compatible with the furnished displays and verified wall structure.
2 Beamforming microphone arrays Ceiling-mounted arrays providing full conference-table pickup and supporting DSP-based acoustic echo cancellation.
8 Ceiling speakers Ceiling-mounted speakers distributed to provide clear, uniform room-audio coverage.
1 Audio amplifier Amplifier sized for the furnished speaker system and room-audio design.
1 Digital Signal Processor (DSP) DSP providing acoustic echo cancellation, noise suppression, automatic gain control, microphone mixing, and integration with the room control/audio system.
1 Physical microphone mute/unmute control
Dedicated conference-table control at the head of the table with clear mute-state indication; shall function without use of the touchscreen.
1 lot AV switching/control support hardware Switching, interface, and control-support hardware required to integrate the new AV equipment with the existing Government-furnished system.
1 lot Rack power distribution and UPS support Rack power distribution and uninterruptible power support sized for the installed AV system.
1 lot Bulk cabling CAT6, control, audio, and other signal cabling required for installation and integration.
1 lot NIPRNet/SIPRNet presentation connectivity
Cables, adapters, wall plates, pass-throughs, or equivalent fixed connectivity at the designated operator/workstation location.
1 lot Workstation camera mounting hardware Secure mount and required adapters for the existing Government-furnished workstation camera.
