About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is conducting market research for the Joint Propeller Sustainment Solution (JPSS), seeking vendors capable of providing comprehensive sustainment services for the R391 propeller system used across multiple military branches including the Air Force, Marine Corps, Navy, Coast Guard, and Foreign Military Sales partners. The procurement targets vendors with expertise in propeller engineering, reliability, and logistics support, specifically for C-130J aircraft propellers and associated line replaceable units (LRUs). Key contract requirements include depot-level repair, parts provisioning, inventory management, technical training, propeller health monitoring, and field service representation, all to be delivered through a Performance Per Flying Hour (PPFH) agreement. Vendors must demonstrate capabilities in maintenance, engineering support, and technical data management. The market research response deadline is June 6, 2025, with potential respondents advised that participation does not guarantee future solicitation opportunities.

The contract is not set aside for any specific business category and currently identifies GE Aviation Systems LLC (Dowty Propellers) as the only known source. The projected contract duration spans from December 1, 2026 to November 30, 2036, consisting of a 24-month base year followed by eight 12-month option periods. While specific award value details are not explicitly stated, the comprehensive scope suggests a significant multi-million dollar opportunity involving maintenance and support for propeller systems across multiple military platforms. The government has classified this as a commercial item procurement, with contractors expected to provide all necessary materials, support equipment, and services. The contract will involve collaborative efforts with the Warner Robins Air Logistics Center and will require maintaining high operational readiness through proactive maintenance, inventory management, and technical support strategies.
