About this file
This is a Request for Information (RFI) for the Department of the Air Force's Joint Propeller Sustainment Solution (JPSS) Contract, seeking potential sources for comprehensive R391 propeller sustainment services. The requirement covers a ten-year period from December 1, 2026 to November 30, 2036, with a base year and eight 12-month option periods, targeting multiple military branches including the Air Force, Marine Corps, Navy, Coast Guard, and Foreign Military Sales partners. The solicitation seeks vendors capable of providing a Price Per Flying Hour (PPFH) agreement for R391 propeller sustainment, including depot-level repair, parts provisioning, inventory management, technical training, technical support, propeller health monitoring, and field service representation for C-130J, KC-130, C-27, and E-130J aircraft.
Key details include projected quantities for various aircraft types, with currently uncapped regrease and overhaul requirements. The government notes GE Aviation Systems LLC (Dowty Propellers) as the only known source, and encourages both large and small businesses to respond, with special instructions for small business participants. Responses must be submitted by close of business on June 6, 2025, to the Contract Specialist Clevetta Brown and Contracting Officer Erica Carter. The RFI emphasizes that participation does not guarantee future solicitation or contract awards, and all submissions become government property.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements.
Failure to provide documentation may result in the government being unable to adequately assess your capabilities.
3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:
a. Dowty owns the data rights to the proprietary R391 propellers. However, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. No set aside decision has been made. Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs?
