About this opportunity
The Department of the Air Force Air Combat Command is seeking contractors for a comprehensive renovation project to convert Facility 655, a historic 4,522 square foot steam plant built in 1941, into administrative office spaces for ACC Civil Engineering staff at Joint Base Langley-Eustis, Virginia. The project involves a complete overhaul of the brick structure, including replacement of all building systems (roof, HVAC, plumbing, electrical), removal of existing steam plant infrastructure and stacks, demolition and reconstruction of a building addition, hazardous material abatement, structural repairs, and exterior site work including parking barriers. The contract will be awarded on a firm-fixed-price basis to the responsible bidder offering the most advantageous proposal considering only price and price-related factors. A mandatory pre-bid site visit was held on June 4, 2025, and the final bid submission deadline is July 21, 2025, at 2:00 PM ET. Bidders must submit one hardbound original and one hardbound copy containing Standard Form 1442, Construction Cost Estimate Breakdown, and Responsibility Evaluation Factors.
This opportunity is designated as a Total Small Business Set-Aside, requiring 100% small business participation with no incumbent contractors identified in the documentation. The project value is estimated between $5,000,000 and $10,000,000 according to Federal Acquisition Regulation requirements, with a bid guarantee of 20% of the bid price or $3,000,000, whichever is less. The contract includes a mandatory performance period of 540 calendar days, with work required to begin within 10 calendar days of the notice to proceed. All work will be performed at Joint Base Langley-Eustis, specifically at Building 655 located at 225 Hunting Avenue, Langley AFB, Virginia 23665. Notice text
The following requirement is a Total Small Business Set-Aside:
Facility 655 (The Old Steam Plant) is a historic building on the Air Combat Command (ACC) campus. Built in 1941, this 4,522 sf, one/two story brick structure provides steam heat to several surrounding buildings. There have been three major projects to this building; however, these have all been primarily Heating, Ventilation, and Air Conditioning (HVAC) related. This project is a full renovation of interior elements, exterior elements, and building services. The goal is to create an office area for the ACC Civil Engineering (CE) staff and shall include a full and complete repair of the structure. To bring the facility up to contemporary facility standards, the building needs major repairs that include all building systems. This includes but is not limited to an all-new roof system, all new HVAC system, plumbing system, and electrical power and distribution systems. This includes rebuilding the electrical room and providing all new concrete flooring, including substrate. The facility still contains the remnants of the old steam plant, all of which must be removed, including the steam stacks. There is also a building addition that must be repaired in order to properly tie to the primary structure; this part of the facility will be completely demolished and rebuilt. Other items to be repaired are the removal of all existing hazardous materials, repair of the exterior walls, repair of structural members, and exterior site work; this will include adding some driving barriers in order to properly section off parking for the renovated facility.
A Pre-Bid Site Visit will be held @ 10:00 a.m. ET on Wednesday, 4 June 2025. Participants will meet at Building 655, 225 Hunting Avenue, Langley AFB, VA 23665.
