Is this design acceptable in lieu of steel windows? The aluminum window option has a better lead time and a cost savings.

Answer: No, the contractor shall use steel.

35. The glazing performance in Specification 08 81 00 has some confusing numbers. Please confirm the basis of design for the glass.

Answer: Additional specification information is provided in revised Specification Section 08 81 00 found in Attachment 16 - Revised Specifications, dated 2 July 2025.

36. Attachment 9, Construction Cost Estimate Breakdown: Are all 48 sheets (including instructions) required to be printed and included in the hardbound proposals that are submitted?

Not all tabs will be filled out, as some divisions will not be used in this estimate.

Answer: Please only print the applicable divisions. The document has been revised and is now Attachment 14.

37. Attachment 9, Construction Cost Estimate Breakdown: The “FILL IN AS REQUIRED” Table on the summary tab states that all shaded areas are either linked or contain formulas.

However, the Division 1 tab has “0%” entered into the corresponding shaded areas, the Division 3 tab has “10%” entered into Subcontractor’s Overhead and Subcontractor’s Profit shaded areas while the Sales Tax shaded area is linked to the summary sheet through a formula, and the rest of the Division tabs have “10%” entered into the Subcontractor’s Profit shaded area while the other shaded areas are actually linked to the summary sheet through a formula. Is it the intention to require all Subcontractor’s profit to be 10% and not correspond to the percentage entered on the Table on the summary sheet?

Answer: No, the values in the AF Form 3052 are simply templates. Please insert Prime Contractor and Subcontractor overhead and profit as wished. The document has been revised and is now Attachment 14.

38. Attachment 9, Construction Cost Estimate Breakdown: The “FILL IN AS REQUIRED” Table on the summary tab in theory should populate the same Overhead and Profit to each Divisional tab, meaning all subcontractors will carry the same Overhead and Profit regardless of trade. Is it the intention to force the same overhead and profit on each individual subcontractor that would like to bid on this job?

Answer: No, the values in the AF Form 3052 are simply templates. Please insert Prime Contractor and Subcontractor overhead and profit as wished. The document has been revised and is now Attachment 14.

Are additional tabs allowed to be added so that each Subcontractor has its own tab and its own respective Overhead and Profit?

Answer: Yes. The document has been revised and is now Attachment 14.

40. Attachment 9, Construction Cost Estimate Breakdown: The Overhead and Profit of a Subcontractor will not likely be given to a prime contractor due to the Subcontractor losing their competitive edge at the time of the bid, thus discouraging several subs to bid on the project all together. We ask that this requirement be waved on the Cost Estimate Breakdown?

Answer: Understood. The requirement is waived. The document has been revised and is now Attachment 14.

41. Attachment 9, Construction Cost Estimate Breakdown: Can edits be made to the formulas in order to have the Table on the Summary sheet correspond to the Division tabs?

Answer: Yes. The document has been revised and is now Attachment 14.

42. Attachment 9, Construction Cost Estimate Breakdown: Due to prices coming in late on the day of bid and having to turn this Cost Estimate Breakdown in by hand, we request that Attachment 9 be required 24 hours after the time of bid.

Answer: Bids must be received, in-full, by 21 July 2025 at 2:00 p.m. ET as specified in the Solicitation, Standard Form 1442, Block 13a of Amendment 0006, dated 28 June 2025.

44. Would Considerations be made for electronic submission, rather than hand delivery?

Answer: No electronic submissions. All bids for this requirement must be hand delivered or mailed to 633 Contracting Squadron/PKB, ATTN: Michael Costlow/Gayle Blaszak at 14 Burrell Street, Building 67 at Joint Base Langley (JBLE) - Langley, Air Force Base, Virginia 23665-2088.

45. Standing Seam Metal Roof Panels: Would a Sentrigard Metal Roofing Systems 2” Tall Mechanical Lock Seam Panel (ML200) 18” Panel Width be considered for an approved substitution on the metal roof panels? (07 41 13 Metal Roof Panels) Answer: No.

46. The specifications 26 13 00 call for SF6 gas filled gear but the drawings state Eaton oil filled gear. Which is correct?

Answer: The Eaton oil filled gear is correct. The SF6 gas filled gear is not allowed.

47. There also is no call out for the ways in the switchgear. The specification 26 13 00 lists switch ways and VFI ways but the drawings do not have an indication as to how many of each are required?

Answer: Drawing Sheet EP 102 calls for 4 way eaton dead front switch no VFI is required.

48. The specification 26 13 00 calls for Source-Transfer and Fault Detection, Isolation and Restoration. This is typical for switches at sub-stations but not for switches feeding buildings. Is this required?

Answer: There should not be any electrical cables in the comm manholes.

50. Is there a specific area in the manholes where the government wants the fiber to be run?

Answer: All cables shall be racked and installed to industry standards.

51. With the service being removed and replaced does the project require a temp generator until the service is back up?

Answer: Once the service is removed, the contractor will need to provide power for construction. The only power available will be at the 2400 V air switch (until replacement).

52. Will there be a second opportunity for a pre-bid site visit?

Answer: No, there will not be another Pre-bid site visit for this project.

53. Block 13.d on the 1442 issued with the RFP requires a 191-day validity period for offers.

191 days is extraordinarily long for a project of this magnitude given current market volatility due to tariffs and import taxes. Will the government consider a more reasonable validity period, say 90 days?

Answer: Pricing for this project must be honored through 31 December 2025.

54. With respect to item M-2.2, page 36 of 37 of the RFP, must a project submitted for recent and relevant project experience have a CPAR to determine the satisfactory rating or can we also utilize Past Performance Questionnaires previously obtained from clients.

Answer: If you would like to submit a PPQ for a specific project, you are more than welcome. However, in accordance with the Solicitation, Section M, Paragraph M-2.2.

“Satisfactory Past Performance,” the bidder is not required to provide any past performance information; the Government will perform queries of required systems in making this responsibility determination.

55. The RFP seems to require the bid package to be hand delivered. Given the volume of information that is required, will an electronic submission via email be acceptable?

Answer: No. All bids must be provided by hand or mail as specified in Section L of the solicitation.

56. The difference in slab elevations seems to fall along column line A but Detail 2/S302 does not dimension where the edge of slab for the “First Floor” occurs. Please provide this location dimension.

Answer: Please reference Drawing Sheet A-301, Section 1.

57. What is the floor elevation for the Janitor Closet 104?

Answer: Assume Janitor Closet 104 elevation is the same as the rest of the floor.

58. The existing fuel oil day tank contains a fluid and is not identified in the hazardous material information on the drawings. Is this fluid to be considered contaminated with petroleum products and disposed accordingly?

Answer: Yes.

59. Will the government remove the existing furniture and equipment currently being stored in the building prior to commencement of the work.

Answer: Yes, the government will remove this.

60. The drawings to not provide for a schedule for the signs to be provided. Please provide a schedule of signs included with the text for the signs.

Answer: Contractors shall bid on this project in accordance with the bidding documents.

Please see the specialty specification section and drawing notes for more details.

Answer: Please see Attachment 17 - Drawing A-701.

62. Please provide a list of Government Provided – Contractor installed equipment (i.e. TV in Rm 101A).

Answer: All equipment government furnished is shown on drawing sheet A-401 government installed.

63. Can windows W1 – W9 be provided in aluminum versus as specified in steel if the same frame profile can be provided in aluminum?

Answer: No, they shall be steel.

64. A “galvanized” coating is specified for the helical piers. Can this coating be substituted to a Polymer coating; this will be a huge savings in cost. Product data for the polymer coating is attached. See Question 64 attachments 1-5.

Answer: Galvanized coating shall be used for the helical piers.

65. During the site visit, we noticed two steel W-section beams that run perpendicular to the roof trusses and beneath the roof trusses. At least one of these beams runs the full length of the building and we cannot determine if the two steel W-section beams provide any structural support to the trusses. Are these two beams to remain in place or are they to be removed with the renovation?

Answer: To remain in place.

66. Has the structural engineer decided to use helical piers as the foundation solution for this project?

Answer: Correct. Please refer to the drawings.

67. Is it permissible for the Site Safety and Health Officer (SSHO) to also serve as the Quality Control Manager (QCM)?

Answer: Yes, if they have the correct certifications.

68. Is it a requirement for either the SSHO or the QCM to be present onsite full-time?

Answer: Yes, the SSHO is expected to be on site anytime construction/work is on-going.

Same for the Quality Control Manager. In accordance with Specifications, Section 01 45 00, Paragraph 1.4, “The Quality Control Manager must maintain a physical presence at the work site at all times and is the primary individual responsible for all quality control.”

69. Can the Superintendent fulfill the role of the QCM?
