About this file
This document is an Amendment to Solicitation FA480025B0002 for a total small business set-aside construction project at Joint Base Langley-Eustis, Virginia. The amendment modifies several key requirements, including eliminating the need for CD proposal copies, revising submission instructions, and changing past performance requirements. Bidders must now submit one hardbound, tabbed original and one hardbound, tabbed copy containing a completed Standard Form 1442, Construction Cost Estimate Breakdown, and Responsibility Evaluation Factors.
The project involves converting the historic Facility 655 (Old Steam Plant), a 4,522 square foot brick structure built in 1941, into administrative spaces for Air Combat Command Civil Engineering staff. The comprehensive renovation includes replacing all building systems (roof, HVAC, plumbing, electrical), removing steam plant remnants, demolishing and rebuilding an existing addition, and performing exterior site work. A mandatory pre-bid site visit is scheduled for 4 June 2025 at 10:00 am ET. Bid pricing must remain valid through 31 December 2025, with award to be made to the responsible bidder offering the most advantageous bid considering only price and price-related factors.
