The Government plans to award three separate IDIQ firm-fixed-price contracts under NAICS 541310 (Architectural Services, $12.5 million size standard) and three additional IDIQ FFP contracts under NAICS 541330 (Engineering Services, $25.5 million size standard). Each contract carries a 5-year base ordering period plus three 1-year options.

Title I submittals must follow a phased design approach (35%, 65%, 90%, 100% Ready to Advertise) with deliverables in AutoCAD 2013 or later (DWG format) and Word-based specifications. Designs must comply with UFC, Engineering Technical Letters, ACC standards, International Building Code, National Electrical Code, and Virginia DEQ stormwater specifications. Responses to the market research notice are due July 6, 2026, and should include company profile, business size and socioeconomic status designations under both NAICS codes, and a capabilities narrative not to exceed five pages demonstrating relevant IDIQ or similar project experience within the last five years.
