The National Park Service seeks bids for orphaned oil well plugging and flowline removal at Jean Lafitte National Historical Park and Preserve, Louisiana, with bids due September 3, 2026. Place of performance is Jean Lafitte National Historical Park and Preserve in Jefferson Parish, Louisiana. The work includes plugging three abandoned wells (Fleming Plant Well #C-7, Marrero Land Well #001, and Anne C Herrick et al Well #001), removing approximately 6,400 linear feet of flowlines and pipeline, and restoring disturbed areas to natural contour. All wells were abandoned prior to the park's establishment and are classified as orphan wells under Bipartisan Infrastructure Law Section 40601(a)(5). The contractor must obtain Louisiana Office of Conservation work permits, perform hot taps to verify plugging status, replug and abandon wells if pressure is detected, cut surface casings 10 feet below mudline, measure and record methane levels at the Fleming Plant well, remove casing stubs and pilings, dispose of surface equipment and debris, and file WH-1 completion reports. Work is restricted to Monday through Friday, 8:00 AM to 5:00 PM, and cannot occur during tricolored bat pup season (May 1 through July 15). The period of performance is 180 days after Notice to Proceed, with a contract period running September 15, 2026 through March 14, 2027.

Davis-Bacon prevailing wage rates apply under Louisiana Wage Determination LA20260005. The contractor must provide liability insurance of $200,000 per person and $500,000 per occurrence, furnish performance and payment bonds, and submit a construction quality control plan with an on-site quality control manager. Prime contractors and similarly situated entities must perform a minimum of 15 percent of work (excluding material costs). Amendment 0003, posted August 17, shifted the bid opening date to September 3 at 12:00 PM CT and added three optional line items for pressurized well plugging work.
