The project involves reclaiming three abandoned oil and gas well sites and removing associated infrastructure within the Barataria Preserve. The three wells to be reclaimed are: 7600 RA SUC; Fleming Plant Well #C-7 (API #17051002120000), Marrero Land Well #001 (API #17051001340000), and Anne C Herrick et al Well #001 (API #17051010220000). All three wells were plugged and abandoned prior to the park's establishment (primarily in the 1960s) and are classified as orphan wells under BIL Section 40601(a)(5). The contractor must file Louisiana Office of Conservation work permits, perform hot taps to verify well plugging status, replug and abandon wells as necessary if pressure is found, run gauge runs to establish casing size and cement top, circulate top plugs within 10 feet of mudline, cut surface casings a minimum of 10 feet below mudline, remove casing stubs and pilings, remove and dispose of surface equipment and debris, and file WH-1 completion reports. For the 7600 RA SUC; Fleming Plant Well #C-7 specifically, the contractor must measure and record methane levels before and after surface casing removal and document measurement equipment sensitivity.
The flowline and debris cleanup scope includes removing approximately 1,500 linear feet of pipeline crossings and flowlines in canals, removing approximately 2,400 linear feet of surface flowlines from spoil banks (with vegetation removal limited to minimum necessary), and cutting, flushing, and capping approximately 2,500 linear feet of flowlines traversing canal and spoil bank-adjacent swamps and marshes. All work must comply with Louisiana Department of Natural Resources regulations and BLM Onshore Order No. 2, whichever is more stringent. The contractor is responsible for providing all labor, equipment, materials, tools, transportation, and required permits. Work is restricted to 8:00 AM to 5:00 PM, Monday through Friday, and cannot occur during tricolored bat pup season (May 1 – July 15). All fluids, salvaged materials, and waste become contractor property and must be removed from park boundaries and disposed of per federal, state, and local laws. The contractor must restore areas to natural contours, protect wetlands and wildlife, clean equipment prior to entry to prevent invasive plant spread, and follow inadvertent discovery procedures for archaeological resources.

Scope of Work
Reclaim Three Well Sites and Flowline Cleanup Using FY25 Bipartisan Infrastructure Law - Energy Community Revitalization Program (BIL-ECRP) Funds

Project Description
This project will reclaim three former oil and gas well sites located within the Barataria Preserve of Jean Lafitte National Historical Park and Preserve (JELA). Work will include replugging and abandoning wells as necessary, as well as removing and reclaiming flowlines, surface equipment, and debris. These materials remain from well operations that were plugged and abandoned—primarily in the 1960s and all prior to the park’s establishment. The project will be funded through FY25 BIL-ECRP appropriations.
Surface equipment and debris remaining at the well sites represent violations of state standards for plugging and abandonment as determined by the Louisiana Department of Natural Resources, violate operating standards under the National Park Service (NPS) nonfederal oil and gas rights regulations at 36 CFR § 9.116, and are safety hazard and hazard to navigation for park visitors and staff.
All three of the well sites are listed by NPS as FY25 Orphan Wells for FY25 BIL-ECRP support as wells on federal land not used for an authorized purpose for which no operator can be located or the operator of which is unable to reclaim the site. (BIL Sec. 40601(a)(5)) Two of the well sites have been declared orphans by the Louisiana Oilfield Site Restoration Program. No operator can be located for these two wells. One of the well sites has a potentially responsible party (PRP) identified, but the well is operated by entities that NPS has determined would be unable to reclaim the well sites. The PRPs have provided written consent for NPS to conduct reclamation at these sites. See Table 1 for status details.
Except for Louisiana Department of Natural Resources Office of Conservation (DNR) work permits and well history documentation, NPS has completed compliance including obtaining a US Army Corps of Engineers permit waiver and a State of Louisiana coastal consistency determination for reclamation work at all of the well sites.

SCOPE OF WORK
The Contractor shall furnish all labor, equipment, materials, tools, and transportation necessary to replug and abandon as necessary and reclaim the existing orphaned oil and gas wells as required by these specifications. Using FY25 BIL-ECRP funds, the three well sites below would be reclaimed by an oilfield services contractor that would complete the following tasks:
1. File Louisiana Office of Conservation work permit.
a. For orphan wells, file in name of NPS.
b. For wells with PRP, file in name of final well operator in care of NPS.
2. Construct temporary barriers, for example, a cofferdam, to access wells located in water as required.
3. Hot tap wellhead/casing.
4. Verify well is properly plugged. If pressure is found, reenter, clean out, and replug well as described in the Plugging Requirements below.
5. Run a gauge run to establish casing size and top of cement.

6. Circulate a top plug within 10’ of mudline as needed. Allow cement a minimum of four hours to cure.

8. Install cofferdam and/or excavate bell hole to cut well off 10’ below the mudline.
9. Cut exposed surface casings to a minimum of ten feet below mudline in accordance with L.A.C.
43 Sec. XIX-137.
10. Measure and record methane levels before and after surface casing removal at 7600 RA
SUC;Fleming Plant Well #C-7 (Serial #25891 API #17051002120000). Document sensitivity of methane measurement equipment used.
11. Pull pilings and cut, purge, and cap flowlines as needed within 200 feet of wellsites.
12. Remove and properly dispose of casing stubs and pilings along with any additional debris and junk such as pilings, cribbing, and/or flowlines.
13. File Louisiana Office of Conservation WH-1 report including schematic and Plug and Abandon
Report.
a. For orphan wells, file in name of NPS.
b. For wells with PRP, file in name of final well operator in care of NPS.
General Provisions
All plugging and reclamation operations/activities shall be conducted in accordance with rules and regulations of the Louisiana Department of Natural Resources or BLM Onshore Order No. 2, whichever is more stringent, unless otherwise specified herein. Plugging and abandonment regulations are specifically addressed in the Louisiana Administrative Code tit. 43 § XIX-137.
The Contractor shall furnish all Federal, State, and local surveys and permits required by law to accomplish this work. This provision includes permits required for plugging the wells including in this contract. Copies of the permits must be provided to the Contracting Officer prior to initiation of work.
The government will provide a site map and coordinates are listed below.
All fluids, salvaged well materials, contaminated soils; debris and other waste materials generated by the Contractor become property of the Contractor. The same shall be removed from within the exterior boundaries of Jean Lafitte National Historic Park and Preserve when the plugging operation is complete, and disposed of in accordance with pertinent Federal, State, and local laws.
ALL OPERATIONS SHALL BE CARRIED OUT WORKING THROUGH AN APPROVED
CONTROL HEAD IN GOOD WORKING ORDER ATTACHED TO THE SURFACE CASING AT
ALL TIMES. NO IN-GROUND PITS, LINED OR OTHERWISE, WILL BE USED. Saltwater, oils, and sludge generated during the plugging operations may be temporarily stored only in properly constructed and maintained liquid tight tanks. Such materials must be removed at any time the Contractor is requested to do so by the Contracting Officer.
The Government requires the removal of all rods, tubing, casing, and liners as necessary to plug and abandon the wells.
The Equipment of the Contractor shall meet all safety requirements of Local, State, and Federal agencies.
The Contractor shall not work weekends or State and Federal holidays. All work shall be performed between the hours of 8:00 am and 5:00 pm, Monday through Friday. Any exception to the above work schedule must be approved in advance by the Contracting Officer.
Project activities shall not occur during pup season for tricolored bats (Louisiana: Year-round Active Range (Zone 2) - May 1 - July 15).
The Contracting Officer reserves the right to halt plugging and reclamation operations at any time contract specifications are not followed, weather conditions prohibit or impeded satisfactory completion of the contract work, or archeological resources are uncovered during the course of the construction activities.
The Contractor shall be responsible for furnishing copies of plan, specifications and special provisions or the necessary portions thereof, to subcontractors and parties furnishing materials for the project.
Plugging Requirements, As Needed
The NPS’s goal in plugging is to ensure that oil, gas, brine, or other well fluids do not contaminate the fresh or usable water strata or escape to the surface. Meeting State of Louisiana plugging requirements or BLM onshore plugging requirements, whichever is more stringent, will satisfy the purpose of this contract.
Wells shall be plugged in accordance with a state plugging permit. However, the NPS requires use of cement as in Louisiana Administrative Code tit. 43 § XIX-137.
If pressure is found, contactor shall clean out well to original total depth so that cement plugs may be set at intervals according to State requirements.
Fluids and cuttings removed from the well shall be stored in a steel tank. Fluids must be removed from tanks and hauled off site and the tanks removed from the park within 72 hours after completion of the plug and abandonment of the well.
If unknown or unusual obstructions cause legitimate cleanout attempts to fail, or if drill cuttings indicate a shallower total depth or plugged back depth, a timely decision will be made on how to proceed after consultation with the Park Service petroleum engineer and the LANDR oil and gas well representative.
Every effort will be made to prevent unnecessary delays.
The Contractor shall pull all casing, tubing, and rods except conductor pipe, which have not been cemented in place. If a string of casing which would normally be pulled cannot be removed, the Contractor shall log the well and perforate the casing in accordance with State instructions so the cement can be circulated behind the casing.
Mud laden fluid weighing no less than nine (9) pounds per gallon with not less than forty (40) API funnel viscosity shall be placed in all portions of the well not filled with cement.
After placement of cement, the well shall be shut in gas-tight for a minimum of 12 hours after which the well shall be refilled with cement to within 10 feet of mudline.
Cut off all well pipe below mud line deeper than ten (10) feet.
The wellhead shall not be backfilled until the cement has cured and shows no sign of leaking subsurface fluids or gas, and a project inspector has checked for leakage and given approval for backfilling. Methane readings will be taken before wellhead is backfilled.
Remove any spilled fluids, materials or contaminated soils that may have resulted from the plugging procedure and dispose of them properly outside the boundaries of the park.
If any of the preceding procedures cannot be completed, written approval must be obtained from the Contracting Officer before further work can proceed.
General Access and Site Preparation Provisions
The Contractor will be responsible for providing adequate access to each site for well service rigs, barges, cement equipment, and other necessary equipment. The Contracting Officer must approve any dredging or prop washing required to provide ingress and egress to the site. Except for floating plant, no staging of equipment or materials shall occur within the boundaries of Jean Lafitte National Historical Park and Preserve.
Dirt and debris deposited on public or park roads and parking areas because of project activities shall be immediately removed.
Inadvertent Discovery – The Contractor shall follow Inadvertent Discovery procedures. Although an attempt has been made to locate and evaluate archaeological sites and/or components prior to project activities, there is a potential that previously unidentified archeological sites, components, and/or human remains will be identified during those activities. In the event that project activities inadvertently discover historic or archaeological artifacts, such as but not limited to, pottery or ceramics, stone tools or metal implements, dugout canoes, human bone or any other physical remains that could indicate a previously unidentified archeological site, component, and/or human remains, all work shall stop in the immediate area. Work shall not resume in the immediate area until the appropriate authorities and tribes are notified and consulted on the artifacts of interest. The Contractor shall immediately notify the NPS of the discovery. No work shall continue in the area until the archeological site, component, and/or human remains were evaluated by the NPS to determine if it meets eligibility criteria of the National Register of Historic Places (NRHP). Consultation with the appropriate State Historic Preservation Office (SHPO), Tribal Historic Preservation Office (THPO)s and other interested Native American groups would be initiated by the NPS and a determination as to the disposition of these remains and/or associated funerary objects would be determined in consultation with the SHPO/THPOs. Any willful destruction of the archeological site, component, and/or human remains could result in the prosecution of individuals under the Archeological Resource Protection Act of 1979 (16 U.S.C. 470), and other statutes that protect the Park's cultural resources.
Special attention shall be given to protecting surrounding wetlands. Vegetation that does not interfere with access and plugging operations shall not be removed or damaged and access will be via existing canals only.
Care will be taken not to disturb any wildlife species (reptiles, migratory birds, raptors, or bats) found nesting, hibernating, estivating, or otherwise living in, or immediately nearby, worksites.
All equipment and tools shall be cleaned completely prior to entering the work zone to prevent the spreading of non-invasive plant seeds. Equipment shall be inspected for compliance.
Access canals and bayous leading to the immediate site must be properly signed to provide temporary closure and prevent unauthorized access, and signage will remain upon completion of the project, if requested by the Contracting Officer. These materials would be the responsibility of the contractor.
Restoration Requirements
The area to be restored needs to be cleared of any debris associated with the well operation. All plugging and reclamation disturbances are to be removed and area restored to its natural contour.
All surface equipment, pipes, and debris within 200 feet of the wellsite shall be removed and disposed of properly outside the boundaries of Jean Lafitte National Historic Park and Preserve.
All surface transmission lines or flowlines within 200 feet of the wellsite shall be removed to at least 12 inches below mud line. Piping more than 12 inches below the surface within 200 feet of the wellsite shall remain in place. Piping to remain in place shall be cleaned, purged, and capped before abandonment.
When restoring areas adjacent to rivers, streams, ponds, or wetlands, no material will be placed in these water bodies.
FLOWLINE AND DEBRIS CLEANUP
Pull or cut, flush, and cap flowlines as directed below in the portion of the Barataria Field within Jean Lafitte National Historical Park and Preserve, including all flow lines contained within the red boundary of JELA BIL-ECRP Fleming Wellsites Figure 20230401.pdf. This includes lines laid in canals and those that traverse over the ground between the well sites.
1. Remove pipeline crossings and other flowlines in canals – estimated quantity is 1,500 linear feet.
2. Remove surface flowlines from spoil banks – estimated quantity is 2,400 linear feet; vegetation removal to allow for these flowlines to be removed is acceptable but shall be limited to the minimum necessary to accomplish the work. Mature, native vegetation such as live oaks and bald cypress on spoil banks shall be avoided, and no equipment use in adjacent wetlands shall be permitted.
3. Cut, flush, and cap flowlines traversing canal and spoil bank-adjacent swamps and marshes – estimated quantity is 2,500 linear feet.

SPILL CONTINGENCY ACTIONS
In the event of a spill, the contractor’s actions will focus on:
1. Controlling the source to prevent further spillage.
2. Securing the site if necessary.
3. Containing the spilled material to the smallest practical area.
4. Cleaning up the spill.
5. Reporting the spill to the appropriate agencies.
Spill Reporting
The Contractor will provide the park superintendent a verbal notification of a spill event at the earliest practical time. The company supervisor will determine form onsite personnel the following information and report it to the superintendent:
1. The location of the spill and the time it was discovered;
2. The type of product released;
3. Estimated spill volume and area covered;
4. Description of contaminated area;
5. Estimated rate of release if spill is ongoing;
6. Cause of the spill;
7. Direction of spill movement;
8. Proximity to surface waters, roads, or trails;
9. Weather conditions and future forecasts;
10. What steps are being taken to remedy the situation; and,
11. Initial response equipment required.
For releases in excess of five (5) barrels in the aggregate, the Contractor will provide a written report to the park superintendent within 10 working days of the incident. In addition to the information reported in the initial notification, the written report will include steps that will be or have been taken to prevent recurrence of the incident.
Spill Response
The largest reasonable anticipated spill events will be contained within a boomed area or at least contained to the location.
In the event a spill in encountered, initial response actions will be aimed at controlling the spill, ten containing spilled materials. Person(s) onsite will immediately assess the situation ad take steps to control the source of the spill (if it can be done safely) by shutting valves, shutting down equipment, or closing in wells as needed.
For small spills, onsite personnel will use equipment on hand to contain the spread of the spill. This would typically include placing absorbent pads or booms, or by constructing a retaining dike from dirt, boards, synthetic absorbents, hay, straw, etc. Small spills will be picked up immediately with absorbent materials.
For larger spills, the company supervisors will be notified of the spill. For plugging operations, the company representative on location will direct response action to spill events. The company supervisor will direct actions to immediately isolate and shut off source of the material being spilled (if it can be done safely). The supervisor will assess containment needs and call out contract equipment and services as determined necessary. Onsite personnel will use equipment and materials on hand to slow the spread of oil or contaminates until additional equipment/services can reach the site.
Cleanup/Removal of Spill
Cleanup and removal of spills will be performed using accepted industry practices. Such practices include the pickup of free liquids with vacuum equipment, application of absorbent booms, materials, and pads;
removal of contaminated well pad material, and replacement with clean well pad material. In place treatment of contaminated well pad material could be used as an option to offsite disposal if approved by the superintendent.
The Contractor will not mobilize response or cleanup equipment (that could cause damage to park resources) outside the approved area of operations without first obtaining consent of the park Superintendent or Contracting Officer.
All contaminated cleanup materials will be stored in impermeable, weatherproof containers and removed from the site as early as practical. All contaminated materials will be disposed of according to state and federal guidelines.
Cleanup and removal of spills within the contractor’s approved area of operations will meet the standards of 36 CFR section 0.45, Handling of Waste.
Should a spill occur or reach beyond the approved area of operations, the operator will take actions to restore the disturbed area to the natural conditions and processes that existed before the spill. Restoration of the affected area will be performed in consultation with the park superintendent and meet the same standards as the Restoration Requirements outlined in the contract specifications.
DESCRIPTION OF WELLS TO BE RECLAIMED AND PLUGGED AS NECESSARY AND SITE
SPECIFICATIONS

Well information is limited. The NPS has researched old drilling records, land ownership records, the Louisiana well files, and made on-site observations at each site.
7600 RA SUC;Fleming Plant Well #C-7:
Based on observations and on-site inspections, the 7600 RA SUC;Fleming Plant Well #C-7 is an abandoned well located of the south end of Jean Lafitte National Historic Park and Preserve in the Barataria Preserve. The wellsite sits in a man-made canal in the preserve. Cribbing and casing are visible above the surface of the water per a DNR inspection report dated December 14, 2024. See Figure 1. The well is reportedly leaking gas from the wellhead. Surface plug is set from 53’ to 95’.
The well is listed as orphaned by the NPS per BIL. The well is listed as plugged and abandoned by LADNR. When this well is to be reclaimed, the Contractor will install a control head on the wellhead or casing and perform a hot tap to determine whether cement has been placed at surface and whether pressure is present. If pressure or no signs of surface cement can be found, then the well will be reentered and cement plugs properly placed as per Louisan state regulations. If cement is encountered at the wellhead and no pressure is found, then the wellhead will be cut and capped below the mudline. After the wellhead has been cut and capped, the original contour of the canal bottom will be restored. In addition, any flowlines found within 200 feet of the wellsite will be removed if they are not buried. Any buried flowlines will be flushed and capped in place. Any associated infrastructure or well debris present in addition to the wellhead and flowlines will be removed.

Marrero Land Well #001:
Based on observations and on-site inspections, the Marrero Land Well #001 is an abandoned well located of the North end of Jean Lafitte National Historic Park and Preserve. The wellsite sits in a drilling slip of a man-made canal in the preserve. Wellhead is at waterline in heavy vegetation and will need to be located before work begins. There are no visible signs of contamination of any sort at the wellsite. The surface cement plug is only from 20’ down to 30’. This well will need to be reentered and surface plug reset to get the casing cut off below the required 10’ below mudline.
The well is listed as orphaned by the NPS per BIL. The well is listed as plugged and abandoned by DNR.
When this well is to be reclaimed, the Contractor will install a control head on the wellhead or casing and perform a hot tap to determine whether cement has been placed at surface and whether pressure is present.
If pressure or no signs of surface cement can be found, then the well will be reentered and cement plugs properly placed as per Louisan state regulations. If cement is encountered at the wellhead and no pressure is found, then the wellhead will be cut and capped below the mudline. After the wellhead has been cut and capped, the original contour of the canal will be restored.

Anne C Herrick et al Well #001:
Based on observations and on-site inspections, the Anne C Herrick et al Well #001 is an abandoned well located of the central area of Jean Lafitte National Historic Park and Preserve. The wellsite sits in a drilling slip of a man-made canal in the preserve. The wellhead is not visible above the surface of the water and will be located before operations begin per a DNR inspection report dated May 28, 2025. There are no visible signs of contamination of any sort at the wellsite. See Figure 2.
The well is orphaned by both NPS and LADNR regulations. When this well is to be reclaimed, the Contractor will install a control head on the wellhead or casing and perform a hot tap to determine whether cement has been placed at surface and whether pressure is present. If pressure or no signs of surface cement can be found, then the well will be reentered and cement plugs properly placed as per Louisan state regulations. If cement is encountered at the wellhead and no pressure is found, then the wellhead will be cut and capped below the mudline. After the wellhead has been cut and capped, the original contour of the canal will be restored. All wooden piers and associated structures will be removed from the wellsite. In addition, any flowlines found within 200 feet of the wellsite will be removed if they are not buried. Any buried flowlines will require being flushed and capped in place. Any associated infrastructure in addition to the wellhead, wooden piers, and flowlines will be removed.
