The National Park Service awarded a $2.318 million definitive contract to Parliament LLC for oil and well plugging at Jean Lafitte National Historical Park and Preserve on September 23, 2026, under a total small business set-aside.
Parliament LLC is a minority-owned, small disadvantaged business. The originating solicitation covers plugging three abandoned wells (Fleming Plant Well #C-7, Marrero Land Well #001, and Anne C Herrick et al Well #001), removing approximately 6,400 linear feet of flowlines and pipeline, and restoring disturbed areas to natural contour at Jean Lafitte National Historical Park in Jefferson Parish, Louisiana. All wells are classified as orphan wells under Bipartisan Infrastructure Law Section 40601(a)(5). The contractor must obtain Louisiana Office of Conservation permits, verify plugging status through hot taps, replug and abandon wells if pressure is detected, cut surface casings 10 feet below mudline, measure and record methane levels at Fleming Plant, remove casing stubs and pilings, dispose of surface equipment and debris, and file WH-1 completion reports. Work is restricted to Monday through Friday, 8:00 AM to 5:00 PM, and cannot occur during tricolored bat pup season (May 1 through July 15). The contract is firm fixed price with an ultimate completion date of April 1, 2027. Place of performance is New Orleans, LA 70130. Davis-Bacon prevailing wage rates apply. Prime contractors must perform a minimum of 15 percent of work excluding material costs.
