About this opportunity
The Department of the Air Force Air Education and Training Command is soliciting proposals for exhaust hood and duct cleaning services across Joint Base San Antonio (JBSA) facilities under RFP FA301626R0028. The contractor will be responsible for providing all personnel, equipment, tools, materials, supervision, and services necessary to perform Type I grease exhaust hood and duct cleaning at multiple JBSA installations in compliance with NFPA Fire Code #96 standards. Cleaning services will be performed at varying frequencies ranging from bi-weekly to annual, with additional emergency cleaning services available on an as-needed basis. Proposals will be evaluated based on three primary factors: the offeror's Management Plan demonstrating sound organization and appropriate staffing; a Quality Control Plan with comprehensive deficiency identification and correction systems; and proof that all contracted employees hold recognized certifications such as IKECA's CECS, Phil Ackland's PA/CQ, or PAC. The proposal submission deadline is May 18, 2026, at 12:00 PM Central Time, and award will be made to the technically acceptable offeror with the lowest evaluated price.
This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with no incumbent contractor identified in the solicitation materials. The contract is structured as an Indefinite Delivery/Requirements type with a firm fixed-price arrangement spanning 4 years and 7 months, from July 1, 2026, through January 31, 2031, comprising an initial 7-month task order followed by four 12-month ordering periods. Services will be performed at five JBSA locations: Fort Sam Houston, Camp Bullis, Randolph, Lackland, and Chapman Training Annex, all located in San Antonio, Texas. The NAICS code is 561790 (Other Services to Buildings and Dwellings) with a small business size standard of $9,000,000. Contractors must account for travel between all five installations in their firm fixed pricing and comply with applicable Service Contract Labor Standards wage determinations, with fringe benefits and prevailing wages established under Texas Wage Determination 2015-5253.
