About this file

This is a Request for Proposal (RFP) for Exhaust Hood and Duct Cleaning services at Joint Base San Antonio (JBSA), issued as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The contract is an Indefinite Delivery/Requirements type with a firm fixed-price structure, covering a 4-year 7-month period from July 1, 2026, through January 31, 2031, comprised of an initial 7-month task order and four subsequent 12-month ordering periods. The North American Industry Classification System (NAICS) code is 561790 with a small business size standard of $9,000,000.

Contractor personnel must perform all exhaust hood and duct cleaning services across five JBSA locations: Fort Sam Houston, Camp Bullis, Randolph, Lackland, and Chapman Training Annex. Cleaning frequencies vary by facility and include bi-weekly, monthly, bi-monthly, quarterly, semi-annual, and annual services, with additional not-to-exceed emergency cleaning line items. Offerors must submit itemized pricing for each facility using Attachment 2 and complete the pricing schedule for all contract line item numbers (CLINs). Technical proposals are limited to 30 pages and must address three evaluation factors: Management Plan demonstrating sound organization and appropriate staffing; Quality Control Plan with comprehensive deficiency identification and correction systems; and Certification proving all contracted employees hold recognized certifications (IKECA's CECS, Phil Ackland's P A/CQ, or PAC). Proposals are due by May 18, 2026, at 12:00 PM Central Time, submitted electronically to the Contracting Specialist and Contracting Officer. Award will be made to the technically acceptable offeror with the lowest evaluated price, with technical acceptability weighted equal to price in the evaluation. The contract will be administered through Wide Area WorkFlow (WAWF) for invoicing and payment, with Service Contract Labor Standards wage determinations applied throughout contract performance.
