About this opportunity
The Department of the Air Force Air Education and Training Command, through the JBSA Lackland Contracting Squadron, is seeking demolition and abatement services for Building B2652 (Harlequin Theater) at Joint Base San Antonio Fort Sam Houston, Texas. The comprehensive scope includes full structural demolition to 3 feet below grade, removal of concrete and asphalt surfaces, abatement of asbestos, lead, PCB, mercury, and other regulated materials, environmental compliance activities including stormwater pollution prevention planning and hazardous waste management, utility disconnection and capping, and site restoration with grading and seeding. Contractors must demonstrate capability through submission of completed sources sought questionnaires, capability statements, and two-page limitations by April 24, 2026, at 10:00 AM CDT to Contract Specialist Teresa Sullivan and Contracting Officer Emily Rodriguez. The government will evaluate responses based on firm qualifications, past performance, technical approach, and capability to meet the contract requirements, with evaluation criteria focused on demonstrating relevant experience and resources for this complex demolition project. Key deadlines include the April 24, 2026 sources sought response deadline and the anticipated contract award on a Firm Fixed Price basis following source sought analysis.
The procurement is currently not set-aside for small business; however, the government reserves the right to implement a small business set-aside based on sources sought responses and will determine the appropriate competition method before formal solicitation. No current incumbent contractor is identified, as this is a new acquisition for this specific demolition project. The contract size standard is $19 million under NAICS code 238910 (Site Preparation Contractors) and PSC code P400 (Demolition of Building), though the actual award value will depend on contractor proposals and final project scope. The project timeline requires completion within 120 days of contract award, with multiple deliverables due at specified intervals including the Accident Prevention Plan, Hazardous Waste Management Plan, and various technical plans required 14 to 30 days after award. The building itself is a two-story, 19,684-square-foot wood-frame structure with clay brick exterior, and the hazardous materials survey identified asbestos in joint compound, vinyl composition tiles, pipe wrap insulation, and other building materials requiring professional abatement.
