About this file
This is an Environmental Protection Specification document serving as a technical attachment to a pre-solicitation for demolition and abatement services at JBSA Fort Sam Houston, Texas. The specification establishes environmental compliance requirements for the full structural demolition of the Harlequin Theater to 3 feet below grade, including removal of concrete, asphalt, sidewalks, curbs, and gutters. The contractor must perform comprehensive abatement of asbestos, lead, PCB, mercury, and other regulated materials, along with environmental compliance activities including Stormwater Pollution Prevention Plan (SWPPP) development, Hazardous Waste Management Planning, soil testing, and refrigerant recovery. Additional scope includes utility identification, disconnection, capping, and verification, followed by site restoration through grading, filling, compaction, and seeding.
The Department of the Air Force Air Education and Training Command (AETC) is acquiring these services through the JBSA Lackland Contracting Squadron with anticipated Firm Fixed Price (FFP) award. The Government has assigned NAICS code 238910 (Site Preparation Contractors) and PSC P400 (Demolition of Building) with a $19 million size standard. The requirement may be set aside for small business or procured through full and open competition, with the final decision pending source sought responses. Interested contractors must submit responses to the Sources Sought Notice/Questionnaire by Friday, April 24, 2026, at 1000 hours CDT, including capability statements and two-page limitations, directed to Contract Specialist Teresa Sullivan (teresa.sullivan.4@us.af.mil) and Contracting Officer Emily Rodriguez (emily.rodriguez.8@us.af.mil).
