About this opportunity
The Department of State is soliciting proposals for comprehensive janitorial services at the U.S. Embassy in Rabat, Morocco, under solicitation number 19M05526R0001. The contractor must provide all labor, materials, equipment, and supplies for cleaning approximately 13,580 square meters of interior space and 11,600 square meters of exterior area, including a warehouse in Temara measuring 2,600 square meters, with services performed Monday through Friday from 8:00 AM to 5:00 PM by thirteen custodians plus one on-site supervisor. The Government will evaluate proposals based on technical approach and management plan (including a Contractor-Quality Control Management Plan), staffing and quality control measures, past performance on similar contracts, and contractor responsibility determinations, with non-price factors significantly outweighing price in the award decision. Eligible offerors must be established prime contractors in Morocco with current tax compliance and business registration certificates, demonstrated financial capability, and the ability to comply with all Moroccan labor laws and international janitorial standards; subcontracting and joint ventures are not permitted. Written questions are due by February 25, 2026, at 4:00 PM local time, and proposals must be submitted electronically to rabatgsocontracts@state.gov by March 16, 2026, with a mandatory site visit scheduled for February 17, 2026, at 10:30 AM.
This solicitation contains no set-aside designation for small businesses, women-owned businesses, or other socioeconomic categories. The contract does not identify any incumbent contractor or current service provider. No specific contract value or budget range is disclosed in the available solicitation documents. The contract includes a one-year base period beginning May 1, 2026, through April 30, 2027, with four optional one-year renewal periods and a six-month extension option, providing potential contract duration of up to five and one-half years. Pricing must be submitted in Moroccan Dirham with Value Added Tax shown separately at 20 percent, with Standard/Routine Services priced as a fixed monthly rate and Temporary/Additional Services priced per square meter (minimum 250 square meters, maximum 3,000 square meters per contract period). Performance will take place at the U.S. Embassy Rabat, located at Km 5.7, Avenue Mohammed VI, Soussi, Rabat, Morocco, and at the warehouse facility in Temara.
