The Government seeks fixed-price contract performance for comprehensive janitorial services covering approximately 13,580 square meters of interior space and 11,600 square meters of exterior area at the Embassy compound and warehouse in Temara. The contract includes a one-year base period (May 1, 2026–April 30, 2027) with four optional one-year renewal periods and a six-month extension option. The contractor must provide all labor, materials, equipment, and supplies, including thirteen custodians plus one on-site supervisor, with all cleaning products meeting EPA-approved and environmentally preferable standards. Standard/Routine Services are priced as a fixed monthly rate, while Temporary/Additional Services are priced per square meter, with a minimum of 250 square meters and maximum of 3,000 square meters per contract period. All pricing must be submitted in Moroccan Dirham (MAD) with Value Added Tax (VAT) shown as a separate line item at 20 percent.

Offerors must submit proposals electronically to rabatgsocontracts@state.gov by March 16, 2026, with questions due by February 25, 2026. A mandatory site visit is scheduled for February 17, 2026, at 10:30 AM. The Government will evaluate proposals based on technical approach and management plan, staffing and quality control measures, past performance on similar contracts, and contractor responsibility under FAR 9.1, with non-price factors significantly outweighing price in the award decision. Offerors must demonstrate an established business in Morocco with current tax compliance and business registration certificates, provide evidence of financial capability through certified financial statements, and submit a draft Contractor-Quality Control Management Plan. The Government will not accept proposals from subcontractors or joint ventures; only prime contractors established in Morocco are eligible. Evaluation will also consider the offeror's ability to provide 13 custodians and one supervisor, proper handling of security-controlled areas requiring Embassy escorts, and compliance with all Moroccan labor laws and international janitorial standards.
