About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA VHA) is conducting a sources sought inquiry for janitorial services at the Central Arkansas Veterans Healthcare System across two facilities in Little Rock and North Little Rock, Arkansas. The agency is seeking potential contractors capable of providing comprehensive custodial services, which will include cleaning and maintaining various areas such as medical procedure rooms, administrative spaces, public areas, restrooms, and grounds. The pre-solicitation notice identifies NAICS code 561210 with a small business size standard of $22,000,000 and requires interested parties to submit a capability statement, business name, point of contact, SAM UEI number, and manufacturer details. Responses must be emailed to james.hunt2@va.gov by 12:00 PM CT on December 20, 2024, with the understanding that this is a market research exercise and not a formal solicitation. All submitted information is considered nonproprietary and will not be protected.
While no specific set-aside has been definitively established, the VA indicates the potential for a Service-Disabled Veteran-Owned Small Business (SDVOSB) designation for any future solicitation. The draft Statement of Work outlines extensive staffing requirements, including one Program Manager, one Office Manager, eight supervisors, and 39 housekeeping staff covering three shifts seven days per week, including holidays. The contract will require comprehensive cleaning services with specific standards for various facility areas, and the VA will provide cleaning chemicals and secure storage while the contractor supplies equipment and protective gear. All personnel will be subject to background investigations at the non-sensitive/low risk level. The contractor must ensure staff have specific certifications, such as CHESP for the Program Manager and CHEST or T-CHEST for supervisors, demonstrating a robust qualification framework for the janitorial services contract.
