About this opportunity

The Department of Veterans Affairs, Network Contracting Office 17, issued a Notice of Intent to Sole Source on May 13, 2026, for a full service and preventative maintenance agreement for government-owned Leica Cerebro instrumentation at South Texas Veterans Health Care System in San Antonio, Texas, with a response deadline of May 25, 2026 at 10:00 AM Central Time. The VA intends to award a Firm Fixed Price contract to Leica Biosystems, 21440 West Lake Cook Road, Suite 500, Deer Park, Illinois 60010. The sole source justification rests on Leica Biosystems being the only authorized source of factory-trained service engineers with access to proprietary diagnostic and calibration software; non-authorized service providers risk voiding the instrument warranty. The contract covers a base year plus four option years and includes onsite repair and application services during normal business hours, certified Leica Field Service Engineer services, all certified OEM replacement parts, labor and travel expenses, one yearly scheduled preventative maintenance visit, 24/7 toll-free hotline support with same-day response, and emergency repair within 24 hours. Any responsible source believing it can fulfill the requirement may submit a capabilities statement by May 23, 2026 at 4:00 PM Central Time demonstrating authorization to service Leica Cerebro equipment, evidence of current Leica factory certifications for field service engineers, and confirmation of authorized access to Leica proprietary software. Submit responses to Contracting Officer Ognian D. Ivanov, ognian.ivanov@va.gov, 210-694-6302. SAM.gov registration is required prior to contract award.
